Dear Mr. Denton:

Pursuant to the provisions o f 10 CFR 50.55(b), Commonwealth Edison hereby requests amendment of the Braidwood Station Construction Permits CPPR-132 and CPPR-133 issued by reference (a) . For the reasons delineated below, we request that the " latest completion date" be revised from November 1,1983 to April 30, 1987 f or Braidwood Unit 1 and from Novembe r 1, 1983, to April 30, 1988 for Braidwood Unit 2. This amendment involves only a change to construction completion dates. In our opinion it does not involve a significant hazard consideration.

Altnough the requested revised completion dates extend beyond the dates by which Edison currently plans to load fuel at Braidwood Units 1 and 2, this letter does not represent a change to the current fuel load schedules. The April 30, 1985 and April 30, 1986 fuel load dates for Braiowood 1 and 2 are still considered to be attainable. The requested revisions to the latest completion dates reflect a conserva-tive estimate o f actual completion o f the units. This has been done to avoid requesting nnother construction completion date extension at some future time should any unanticipated delays in construction actually occur.

In large measure, a longer construction period is needed to install larger quan'_ities of material and equipment than originally contemplated and to address changes in NRC regulatory requirements, some of which resulted from the NRC's response to the Three Mile Island incident. The need for extension is also based upon improvements in the manner in which the Company is implementing NRC requirements. These changes have increased the amount of design work and installation labor p required to complete the installation of each component, pipe, cable, l3CC)I and structural member. These additional measures have been and are being implemented at c pace consistent with the Company's need to spread financing requirements more evenly throughout the construction period in older to keep annual financing requirements within the Company 's capabilities.

Denton September 30, 1982 The need for an exter.sion of time beyond the present construc-tion permit completion dates is also significantly attributable to a cork stoppage which occurred at Braidwood from September 1979 to March 1980. In September, 1979 the Company halted work at Braidwood following the Illinois Commerce Commission's denial o f a substantial portion o f Edison's request for an interim increase in rates. Following the Illinois Commerce Commission's final decision on February 7, 1980 authorizing increased rates, construction was resumed. Of course, due to the effort involved in restoring buildings, equipment and services, and requalifying and retraining contractor personnel following the work stoppage, the period of delay attributable to the work stoppage was substantially in excess of the seven month period during which construction was halted. As o f Au gust,1982, the rate of construction, in terms of manpower, was back to the level which existed prior to the stoppage.

Attached is a proposed " Finding of No Significant Impact" prepared by Commonwealth to address the environmental impact o f the extension of these construction permits.

Three signed originals and thirty-seven copies of this submittal are provided for your and approval.

Enclosed is a check in the amount of $1,600, submitted in accordance with the fee scheduled defined in 10 CFR 170.22.
