l Pursuant to Title 10, Code of Federal Regulations, Part 50, Section 90 (10 CFR 50.90), Commonwealth Edison Company (Comed) proposes to amend Appendix A, Technical Specifications, for Byron Units 1 and 2, and Braidwood Units 1 and 2.

This submittal is prmiding the ITS version for the above CTS license amendment request. Reference 1 provided the proposed license amendment request to convert the Byron and Braidwood Current Technical Specifications (CTS) to the Byron and 9712090005 971010 b ff

Braidwood Imp:oved Technical Specifications (ITS). Reference 1, Attachment 3, listed existing and future license amendment requests to be incorporated into the ITS at a later date. Reference 2 provided the proposed CTS license amendment request for " Boron Credit in the Spent Fuel Pool" (addressed in Reference 1, Attachment 3).

In addition, this submittal (referred to as ITS Revision B) proposes to delete the lower flow rate requirement associated with the Nonaccessible Area Exhaust Filter Plenum and the Fuel Handling Building Ventilation Systems, and to define that the Surveillance Requirement for performing testing of the Nonaccessible Area Exhaust Filter Plenum Ventilation System on a STAGGERED TEST BASIS is based on combinations of plenums and not on combinations of fans.

Enclosure I contains the Nonaccessible Area Exhaust Filter Plenum and the Fuel Handling Building Ventilation Systems license amendment request, and Enclosure 2 contains the ITS version of the proposed CTS license amendment request for " Boron Credit in the Spent Fuel Pool."

ITS Revision B is being p ovided in the same 10-section format as in the initial ITS submittal:

Byron ITS,- Braidwood ITS, Byron CTS Markups, Braidwood CTS Markups, CTS Discussion of Changes (DOCS), LCO Markups, LCO Justification for P

DifTerences (JFDs), Bases Markups, Bases JFDs, and No Significant Hazards Evaluation.

The proposed cha.ges have been reviewed and approved by both On-site and oft-site Review in accordance with Comed proceduies. Comed has reviewed this proposed license amendment request in accordance with 10 CFR 50.92(c) and has determined that no significant hazards consideration exists.

Comed has evaluated the proposed amendrent request against the criteria for identification oflicensing and regulatory actions requiring environmental assessment in accordance with 10 CFR 51.21. It has been determined that the proposed changes meet the criteria for a categorical exclusion as provided under 10 CFR 51.22 (c)(9).

This conclusion has been determined since the changes requested do not pose significant hazards consideration or do not involve a significant increase in the amounts, and no significant changes in the types, of any efliuents that may be released off-site. Additionally, this request does not involve a significant increase in individual or cumulative occupational radiation exposure.

Comed is notifying the State ofIllinois of our application for this license amendment request by transmitting a copy of this letter and its attachments to the designated State OtTicial.
