Byron Station Unit 2 Braidwood Station Units 1 and 2 Request for Amendments to Construction Permits NRC Docket Nos. 50-455, 50-456, and 50-457 Reference (a): June 28, 1985 letter from K. A. Ainger to H. R. Denton

Dear Mr. Denton:

Commonwealth Edison hereby requests amendments to Construction Permits CPPR-131, CPPR-132 and CPPR-133 in connection with che partial exemption from GDC-4 that was requested in reference (a). This partial exemption was requested to allow implementation of the leak-before-break concept on the reactor coolant system primary loops.

Paragraph 3 of each construction permit states, in part:

This permit shall be deemed to contain and be subject to the conditions specified in Sections 50.54 and 50.55 of said regulations, is suoject to all applicable provisions of the Act, and rules, regulations, and orders of the Commission now or hereaf ter in ef fect;...

We request that paragraph 3 of each construction permit be amended i by inserting "except to the extent applicant's obligations thereunder may be modified.by duly authorized exemptions" after the words "in effect" and before the semicolon.

We also request that paragraph 3.C of each construction permit be revised to read as follows:

This construction permit authorizes the Applicant to construct the facility described in the application and the hearing record, in accordance with the principal architectural and engineering criteria (except to the extent modifications of such criteria may ppo\
