VIRGINIA ELECTRIC AND POWER COMPANr NORTH ANNA POWER STATION UNITS 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE                                  SUPPLEMENT Virginia Electric and Power Company requested amendments for North Anna Power Station by letter dated January 16,1990. A supplement to the amendments was submitted March 29,1990. The changes in the original submittal allowed the use of solid stainless steel or solid Zircaloy 4 filler rods in place of fuel rods that are known to be failed, and removed the rod uranium weight limit of 1780 grams. The supplemental changes modified the original submittal to be consistent with the guidance in Generic Letter 90 02, " Alternative Pequirements for Fuel Assemblies in the Design Features Section of Technical Specificctions," dated February 1,1990.                                                ,

Subsequently, we were inforried by the NRC North Anna Project Manager that the NRC is in the process of writing a second generic letter to rescind Generic Letter 90 02 pending the resolution of the use of water channels or the unlimited use of filler rods.

The revised Technical Specifications are provided in Attachment 1 and the MERITS version of the Technical Specifications is provided in Attachment 2. A discussion of the proposed changes is provided in Attachment 3.

.This request has been reviewed by the-Station Nuclear Safety and Operating Committoo and it has been determined that this request does not involve an-

- unreviewed safety quest!0n as defined in 10 CFR 50.59 or a significant hazards consideration as defined in 10 CFR 50.92. The bases for our determination is provided in Attachment 3.
