We have reviewed your May 28, 1992, application for renewal of License SNM-142 and request that you provide the following additional information:
- 1. All references to Radiation Control Officer should be changed to Radiation Safety Officer to maintain consistency throughout the application.
- 2. In section 8.2 it is stated that a qualified staff member will provide radiation worker training. The minimum required qualifications for the staff member providing this training should be stated.
- 3. Section 8.2 gives a description of radiation worker training. The method for determining the effectiveness of this training should be provided.
- 4. A statement should be made in section 8.3 that Principal Investigators are required to complete the radiation worker training described in section 8.2.
- 5. In section 9.3 a request is made for an exemption from the requirement for a criticality monitor, as stated in the Code of Federal Regulations, Chapter 10, Part 70.24(a), for the Duncan Annex and the Civil Engineering Building. The quantity of each authorized material that is stored in these areas and a description of the storage arrangements and procedures should be provided to justify the omission of a criticality monitor. A description of the method that is used to ensure the segregation of materials between those requiring a criticality monitor and those that de not should also be added.

The license application should contain either an Emergency Plan, as described in 10 CFR 70.22(1), or an evaluation showing that the maximum dose to a member of the public offsite due to a release of radioactive materials would not exceed I rem effective dose equivalent or an intake of 2 milligrams of soluble uranium, as described in 10 CFR 70.22(i)(2).
