| Dear Mr. Franssen:

| This letter refers to the investigation completed on September 14, 2020, by the U.S. Nuclear
| |
| Regulatory Commission (NRC) Office of Investigations at the Grand Gulf Nuclear Station. The
| |
| investigation was conducted, in part, to determine if a licensee employee (exam proctor) willfully
| |
| provided inappropriate assistance to engineering students, contrary to plant procedures. A final
| |
| exit briefing was conducted telephonically with you and other members of your staff on
| |
| February 2, 2021. Details of this investigation and the apparent violation were provided to you
| |
| in NRC Inspection Report 05000416/2020016 dated February 24, 2021, NRCs Agencywide
| |
| Documents Access and Management System (ADAMS) Accession No. ML21055A001.
| |
| In the NRC letter transmitting the inspection report, the NRC provided you the opportunity to
| |
| address the apparent violation identified in the inspection report by either attending a
| |
| predecisional enforcement conference or providing a written response before we made our final
| |
| enforcement decision. You provided a written response in a letter dated March 25, 2021
| |
| (ADAMS Accession No. ML21085A565). We have no further questions at this time and will
| |
| have future correspondence on this matter after the completion of our review of the information
| |
| you provided.
| |
| In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a
| |
| copy of this letter will be made available electronically for public inspection in the NRC Public
| |
| Document Room or from the NRCs ADAMS, accessible from the NRC website at
