Pursuant to 10 CFR 50.59, Commonwealth Edison proposes to amend Appendix A,                Technical Specification to Quad Cities Station Units 1 and 2 Operating Licenses DPR-29 and OPR-30.                        The requested change will require drywell oxygen concentrations to be maintained below 4% by volume; current Quad Cities Technical Specifications require 5% by weight (approximtely 4.4% by volume) .                                      ,
This amendment is requested to maintain consistency between the Technical Spec:fications and the analyses submitted in Reference (a), wherein we concluded that the Quad Cities units rely on nitrogen inerting, not' purge /repressurization as the primary means of combus-tible gas control.
At tachment A to this letter provides the change requested.
These changes have received On-Site review and approval and are currently undergoing Of f-Site review.
The change to 4% by volume oxygen concentration is in the conservative direction and can only increase margins of plant safety.
So as to minimize the impact this change has on unit power operation, specification 3.7. A.5.6 is also being changeo to allow additional 2C4)g      time from when the mode switch is placed in run and the time at which j        *
            , 4% must be achieved. It must be emphasized that the time required to reach a given oxygen concentration greatly increases as the VY            desired concentration decreases, and that in fact, the unit normally b
