NOTICE OF DEVI ATION U.dted States Enrichment Corporation                                              Docket No. 70-7001 Bethesda, Maryland                                                              Certificate No. GDP-1 During an NRC inspection conducted on September 15 - 19 and November 3 - 7,1997, a deviation from your commitment regarding correction of Violation 70-7001/97-20102 was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Action," NUREG-1600, the deviation is listed below:
USEC letter GDP-97-1013 dated June 16,1997, committed to correct violation 70-7001/97-201-02 regarding fiowdown of NCSA required fire-fighting instructions into the pre-fire plan for the Negative Air Machine (NAM) filters stored in the C-335 Fissile Control Area (FCA) and into appropriate emergency response training. The date committed to was August 20,1997.
Contrary to the above, USEC letter GDP-97-1027 dated August 19,1997, changed the date for l          correcting the violation to November 12,1997. Change to a commitment requires the I
concurrence of the NRC and is expected in a timely manner.
Please provide to the U.S. Nuclear Regulatory Commission, ATFN: Document Control Desk, Washington, D.C. 20555, with a copy to the Regional Administrator, Region 111, and to the Brarch Chief, Fuel Cycle Operations Branch, Division of Fuel Cycle Safety and Safeguards, NMSS, in writing within 30 days of the date of this Notice,(1) the reason for the deviation, or if contested, the basis for disputing the deviation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further deviations, and (4) the date when your corrective action will be completed. Where good cause is shown, consideration will be given to extending the response time.
