Dear Dr. Murley:

This letter and its attachments constitute an application for amendment of the license conditions and Technical Specifications (T/Ss) for the Donald C. Cook Nuclear Plant Units 1 and 2.

Specifically, the changes proposed in this letter revise the visual inspection surveillance requirements and the acceptance criteria associated with T/Ss 3/4.7.8 and 3/4.7.7, "Snubbers," Units 1 and 2 respectively, in accordance with the guidance provided in Generic Letter 90-09, "Alternative Requirements for Snubber Visual Inspection Intervals and Corrective Actions," dated December 11, 1990. An alternate schedule for visual inspections has been developed by the NRC that maintains the same confidence level as the existing schedule and .will generally allow visual inspections and corrective actions to be performed during plant outages. In addition, we are proposing to remove the snubber component lists in Tables 3.7.4 and 3.7.9 of T/Ss 3/4.7.8 and 3/4.7.7 for Units 1 and 2 respectively, in accordance with the guidance provided in Generic Letter 84-13, "Technical Specification for Snubbers," dated May 3, 1984.

Attachment 1 provides a detailed description of the proposed changes, the justification for the changes, and our proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92. Attachment 2 contains the existing T/S pages marked to reflect the proposed changes. Attachment 3 contains the proposed T/S pages.

We believe that the proposed changes will not result in (1) a significant change in the types of any effluent that may be released offsite, or (2) a significant increase in individual or cumulative occupational radiation exposure.
