Licensing Basis Consistent with 10 CFR 50 Appendix B requirements, the nuclear organization and associated position responsibilities are delineated in the Quality Assurance Topical Report. In addition, the Technical Specifications Administrative Controls Section delineates responsibilities for operation and review of the nuclear plant operations.

The Station Manager's title will be changed to Site Vice President and the Assistant Station Manager Operations and Maintenance (O&M) and the Assistant Station Manager Nuclear Safety and Licensing (NS&L) positions will be changed to Manager - Station Operations and Maintenance (O&M) and Manager -

Station Safety and Licensing {S&L), respectively.

The overall responsibility for nuclear safety decisions is not being changed. There are no changes to the operation of any plant system or its design as a result of these changes. Therefore, the proposed changes to the Administrative Section of the Technical Specifications do not create an unreviewed safety question.

Licensing Basis Consistent with 10 CFR 50 Appendix B requirements, the nuclear organization and associated position responsibilities are delineated in the Quality Assurance Topical Report. In addition, the Technical Specifications Administrative Controls Section delineates responsibilities for operation and review of the nuclear plant operations.

Currently the senior management positions responsible for plant operations and review at the nuclear stations are identified in the Technical Specifications and the UFSARs as the Station Manager and Assistant Manager of Operations and Maintenance and Assistant Manager Nuclear Safety and Licensing.

Discussion At the Virginia Power Board of Directors meeting on February 20, 1998, organizational changes were approved for nuclear power plant senior management. Specifically the Station Manager's position will be changed to Site Vice President and the Assistant Station Managers' positions will be changed to Manager - Station Operations and Maintenance and Manager - Station Safety and Licensing.

In each instance in the Technical Specifications where the Station Manager and the Assistant Station Managers positions are identified, the Station Manager's title is being changed to Site Vice President and the Assistant Station Managers' titles are being changed to Manager-Station Operation and Maintenance and Manager-Station Safety and Licensing. The following sections of the Technical Specifications are affected by the title changes:

The overall responsibility for the safe operation and overview is not being changed. There are no changes to the operation of any plant system or its design as a result of these changes. Thus,

  • Operation under the proposed Technical Specifications changes does not increase the probability of occurrence or the consequences of an accident or malfunction of equipment important to safety previously evaluated in the safety analysis report.

The proposed Technical Specifications changes are administrative in nature.

The overall responsibility for safe operation* and review is not being changed.

There are no changes to the operation of any plant system or its design as a result of these changes. Therefore, neither the probability of occurrence nor the consequences of an accident or malfunction of equipment important to safety previously evaluated in the safety analysis report are increased.

  • The proposed Technical Specifications changes do not create the possibility of an accident or malfunction of a different type than any evaluated previously in the safety analysis report.

The overall responsibility for safe operation and review is not being changed.

There are no changes to the operation of any plant system or its design that could create any new modes of operation or accident precursors. Therefore, it is concluded that no new or different kind of accident or malfunction from any previously evaluated has been created.
