COMPLETION OF 2018 REACTOR OVERSIGHT PROCESS BASELINE INSPECTION PROCEDURE ASSESSMENTS AND REVIEWS As part of the Reactor Oversight Process (ROP) self-assessment process, the Nuclear Regulatory Commission (NRC) staff conducted an assessment of each of the ROP baseline inspection procedures (IPs) in accordance with Inspection Manual Chapter (IMC) 0307, Appendix B, ROP Baseline Inspection Procedure Assessments and Reviews. The objective of these assessments and reviews is to evaluate the effectiveness of the ROP baseline IPs. It should be noted that other ROP effectiveness reviews are currently on-going. These other on-going ROP effectiveness reviews include: 1) the 2018 ROP Enhancement effort, 2) the Engineering Inspection Working Group effort associated with SECY-18-0113, Recommendations for Modifying the Reactor Oversight Process Engineering Inspections, (Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18144A567), and 3) the Office of Nuclear Security and Incident Response (NSIR) Task Force established to address SRM SECY-17-0100, Staff Requirements - SECY-17-0100 - Security Baseline Inspection Program Assessment Results and Recommendations for Program Efficiencies, (ML18283A072). contains recommendations for improving effectiveness that were identified during the IMC 0307B assessment and review. As indicated in Enclosure 1, recommendations will be forwarded to and dispositioned by the other on-going ROP initiatives (i.e. ROP Enhancement effort, Engineering Inspection Working Group effort, NSIR Task Force, etc.). A summary of each ROP baseline IP assessment and review that was conducted is found in Enclosure 2.

Each ROP baseline IP assessment and review utilized data found in the Replacement Reactor Program System (RRPS). RRPS reports containing the utilized data can be found in the CONTACT: Thomas R. Hipschman, NRR/DIRS 301-415-1169

Due to the assessment of IP 71152, Problem Identification and Resolution, being conducted late in the IMC 0307B process, as well as the complexity of potential identified issues, IP 71152 will undergo further review either during the on-going ROP Enhancement effort or another NRC management identified process.

Finally, the IMC 0307B process will be reviewed in order determine if a more effective review can be conducted. Aspects under consideration include leveraging RRPS more, producing results that are more informative and actionable, and potentially increasing frequency of assessment performance to either 6 months or 1 year (while maintaining resource efforts neutral or less). Stakeholders will be engaged in order to better determine the types of information that may be useful to staff and management in recommending or making decisions regarding baseline ROP / IP activities. Current goals are to revise the IMC 0307B process for implementation in calendar year 2020.
