SUMMARY

OF THE REACTOR OVERSIGHT PROCESS WORKING GROUP PUBLIC MEETING HELD ON OCTOBER 18, 2018 On October 18, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff hosted a Reactor Oversight Process (ROP) Working Group (WG) public meeting with the Nuclear Energy Institutes (NEIs) ROP Task Force and other industry representatives. A public meeting notice was issued on October 10, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18283B413). A summary of the discussion topics is contained in this memorandum. The enclosure contains the meeting attendance list.

ROP Enhancement Recommendations An internal NRC transformation initiative received 72 recommendations related to the ROP (ADAMS Accession No. ML18292A594). In addition, both the National Regional Utility Group (NRUG) and NEI submitted letters to the NRC outlining industry perspectives and suggestions on how the ROP can be enhanced (ADAMS Accession Nos. ML18127A080 and ML18262A322).

G. Bowman 2 The NRC staff binned all recommendations by topic and is working on a project plan. The focus of the plan is to provide an overarching structure to include key elements, such as decision making, drivers for change, and the basis for change. The goal of the November meeting is to seek alignment on the top priorities.

Significance Determination Process (SDP) Topics NRC staff provided an overview of the ongoing revision to Inspection Manual Chapter (IMC) 0609, Appendix H, Containment Integrity Significance Determination Process. The NRC staff described that the current revision updates legacy information in the document, adds a new section discussing consequential steam generator tube rupture, provides updated definitions of Close In Population and Effective Evacuation, and adds a new attachment that provides guidance for assessing the timing of protective actions in detailed risk evaluations. A draft of the revision has been made publicly available (ADAMS Accession No. ML18285A030).

Feedback is welcomed at the November ROP WG monthly meeting, and the staff plans to issue the final revision in January 2019.

The NRC staff also provided an opportunity for external feedback on two documents that were made publicly available in association with the September ROP monthly meeting, IMC 0609, Appendix I, Operator Requalification Human Performance Significance Determination Process, and IMC 0609, Appendix M, Significance Determination Process Using Qualitative Criteria (ADAMS Accession Nos. ML18257A059 and ML18257A025).

  • For IMC 0609, Appendix I, a member of industry commented that ambiguity remains in the handling of Box 15 of the documents flow chart, and (separately) that a new pointer to IMC 0609, Appendix M may not be the right path if quantitative information is available.
i. the background section should also point to qualitative and quantitative information available from licensee assessments, ii. the incorporation of Regulatory Guide 1.174 information in some places confuses the use of risk information in oversight versus licensing,

G. Bowman 3 iii. continued interest in what maintains discipline about the use of Appendix M versus a detailed risk evaluation, and iv. acknowledgement that some individuals continue to be leery about Appendix M revisions because of the (now aborted) previous overhaul effort.

The staff is now evaluating this feedback as part of finalizing these documents.

Finally, the NRC staff provided an overview of the ongoing revision to IMC 0609, Appendix E, Parts I and II, Security Significance Determination Process. The NRC staff informed stakeholders that a revision to Part I (Baseline Security SDP) has been completed and published on September 9, 2018 (ADAMS Accession No. ML18164A326). The NRC staff also informed stakeholders that due to the recent receipt of the Staff Requirements Memorandum to SECY-17-0100, Security Baseline Inspection Program Assessment Results and Recommendation for Program Efficiencies (ADAMS Accession No. ML18283A072), the staff has placed the revision to Part II (Force on Force SDP) on hold.

Frequently Asked Questions Industry submitted one new Performance Indicator Frequently Asked Question (FAQ) (ADAMS Accession No. ML18283A744). FAQ 18-0X requests guidance interpretation for the unplanned power change performance indicator definition regarding an event that occurred at Turkey Point Unit 3 on November 20, 2017. The NRC staff will review the submitted FAQ and plans to comment on the FAQ during the November ROP WG public meeting.
