FLORIDA POWER AND LIGHT QUALITY ASSURANCE PROGRAM DESCRIPTION REVISION 5 FOR TURKEY POINT NUCLEAR GENERATING UNIT NOS. 6 AND 7

Dear Mr. Moul:

The U.S. Nuclear Regulatory Commission (NRC) has completed its review of the Florida Power and Light Company (FPL, the licensee) Quality Assurance Program Description (QAPD) for Title 10 of the Code of Federal Regulations (10 CFR) Part 52 Licenses FPL-2 (hereafter referred to as FPL-2). FPL-2, Revision 5, was developed to accommodate combined license activities specifically for Turkey Point Nuclear Generating Unit Nos 6. and 7.

The licensee submitted the FPL-2, Revision 4, by letter dated December 6, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18344A463).

Pursuant to 10 CFR Part 50.55(f)(4)(i) and 10 CFR 50.54(a)(3), licensees may make changes to an NRC previously accepted QAPD included or referenced in safety analysis reports, if the changes do not reduce the commitments in the program description. During a teleconference on March 12, 2019, the NRC staff requested clarification on the incorporation of International Laboratory Accreditation Cooperation procurement requirements and the combined license organization chart aligning with position descriptions. The licensee submitted a new revision (Revision 5) by letter dated June 11, 2019 (ADAMS Accession No. ML19164A110), with changes to address the issues discussed during the March 12, 2019, clarification call. Based on the review of the revised submittal, the NRC staff finds that FPL-2, Revision 5, continues to meet the requirements of Appendix B to 10 CFR Part 50 and is acceptable.
