March 15, 2007 MEETING REPORT DATE: February 21, 2007 TIME: 8:00 am PLACE: U.S. Nuclear Regulatory Commission One White Flint North 11555 Rockville Pike, Room 16B2 Rockville, Maryland PURPOSE: To discuss Pacific Gas & Electric plans for decommissioning and license termination of Humboldt Bay Power Plant (HBPP), Unit 3 and plans for the fossil repowering project and its interface with HBPP Unit 3 decommissioning and license termination.

ATTENDEES: See Enclosure 1 DISCUSSION: The licensee provided a presentation on the current status of decommissioning and their proposed plan to construct a replacement fossil generating facility on the site prior to and concurrent with the decommissioning of the existing facility. A major item of discussion was options for surveying and releasing the portion of the site to be used for construction of the new facility.
