The Nuclear Regulatory Commission (NRC) staff has reviewed the information provided and has determined that additional information is needed to complete its review. American Nuclear Society Standard 15.1, "Development of Technical Specifications forResearch Reactors,Section 6.4, "Procedures," states "[s]ubstantive changes to the previous procedures shall be made effective only after documented review by the review group and approval by Level 2 or designated alternates. Minor modifications to the original procedures which do not change their original intent may be made by Level 3 or higher but the modifications must be approved by Level 2 or designated alternates within 14 days.Your proposed amendment states "[c]hanges that do not change the original intent of the procedures may be made with the approval of the Facility Manager.Please clarify whether the minor modifications need to be approved by Level 2 (Reactor Facility Director) and time to be approved after they are modified by the Facility Manager.
