- Discuss SCEs proposed Licensing Amendment Request to support SONGS Unit 2 return to service

- SCEs RAI-32 response provided:
- TS 5.5.2.11.b.1 is met since normal steady state full power was determined to be 70% power for the operating cycle
- Additionally, 100% power OA was submitted to NRC
- SCEs response to RAI-32 is still under review by NRC
- SCE is voluntarily providing this LAR
- SCE views this as a parallel success path to address the concerns raised by NRC staff 5
SONGS EXCELLENCE 2013 License Amendment Request
- SCE has determined adjusting SG thermal-hydraulic parameters will prevent the loss of tube integrity due to FEI
- To implement this strategy, Unit 2 will be operated at 70%
power
- This LAR addresses the staff concern in RAI-32 that operation at reduced power is within the TS regulatory constraints rather than the licensees flexibility 6
SONGS EXCELLENCE 2013 License Amendment Request
- The proposed license amendment enables SCE to satisfy the TS at an adjusted value of normal steady state full power operation consistent with the Operational Assessments submitted in its response to the CAL
- The LAR proposes two footnote changes in order to address the temporary nature of this request 7
SONGS EXCELLENCE 2013 TS 5.5.2.11 and Maximum Power Level LAR
- LAR is being submitted to address RAI-32
- As a parallel path, SCE has prepared a LAR because review of the 100% OA may not be complete in order to support a June 1, 2013 restart date
- Amendment to both the TS and License are expected to be temporary for use during Cycle 17 only
- PRA shows there is no change in risk when operating at 70% power, which supports the No Significant Hazards Consideration 8
SONGS EXCELLENCE 2013 TS 5.5.2.11 and Maximum Power Level LAR
- TS 5.5.2.11 defines SCE SG Program requirements
- Amendment will clarify that normal steady state full power is limited to 70%, consistent with the CAL response and the RTSR commitment
- LAR is a temporary measure until the final power level at which Unit 2 can operate is determined
- Final power level will be determined during cycle 17 9

- LAR changes to License Condition
- Amendment will specify that the Maximum power level at which Unit 2 will operate at during Cycle 17 will not be in excess of 70%
- This is consistent with the changes to TS 5.5.2.11
- Technical issues associated with acceptability of 70% power operation are addressed in the CAL response (and the associated RAI responses)
- We recognize that approval of the LAR will be based on approval of the CAL response and RAI responses 10
