Enclosed for your information is the synopsis of the Nuclear Regulatory Commission (NRC) Office of Investigations (OI) completed report regarding the falsification of training documents and maintenance records by a subcontractor to Florida Power & Light (FP&L).

Office of Investigations (OI) completed report regarding the falsification of training documents and maintenance records by a subcontractor to Florida Power & Light (FP&L).
OI determined that there was insufficient evidence to substantiate the allegation that AMES Group intentionally submitted falsified training and qualification documents for any AMES employee for consideration by FP&L. Furthermore, the investigation determined that the allegation that AMES Group willfully submitted falsified maintenance and testing documents during the fall 2011 outage at St. Lucie could not be substantiated. We plan no further action with regard to this matter. Should you have any questions concerning this letter, please contact us. In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electr onically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). SYNOPSIS This investigation was initiated by the U.S. Nuclear Regulatory Commission (NRC), Office of Investigations (OI), Region II (RII), on April 18, 2012, to determine whether, during a 2011 outage at St. Lucie Nuclear Plant, AMES Group, LLC (AMES) management willfully submitted as accurate certain training and qualification documents namely Task Performance Evaluations (TPE) forms that they knew were false. Also at issue is whether AMES supervisors willfully submitted false maintenance and testing document after conducting "paper parties" that ensured documents contained in the close-out packages reflected the work had been
 
completed.
Based on the evidence developed during this investigation, the allegation that AMES management willfully submitted as accurate certain training and qualification documents, namely Task Performance Evaluations (TPE) that they knew were false during an outage at Florida Power & Light's (FP&L) St. Lucie Nuclear Plant (St. Lucie) was not substantiated.
Additionally, the allegation that AMES supervisors willfully submitted false maintenance and testing documents during the fall 2011 outage at St. Lucie was not substantiated.
