By the Reference 1 letter, Tennessee Valley Authority (TVA) submitted a license amendment request (LAR) to revise Technical Specification (TS) 3.7.8 to extend the Allowed Completion Time to restore Essential Raw Cooling Water System (ERCW) train to OPERABLE status from 72 hours to 7 days for the Sequoyah Nuclear Plant (SQN) Units 1 and 2. In Reference 2, the NRC provided a Request for Additional Information (RAI) related to the proposed change to TS 3.7.8. In Reference 3, TVA provided the response to the RAI included in the Reference 2 letter. TVAs response included a change to TS 3.7.8 Condition A to clarify that this condition is for planned Shutdown Board maintenance.

U.S. Nuclear Regulatory Commission CNL-16-121 Page 1 July 22, 2016 In a June 30, 2016, teleconference between TVA and NRC, the NRC noted that the Reference 1 letter did not clearly state that there are specific ERCW system alignments associated with the Ultimate Heat Sink (UHS) temperature limit in proposed change to TS 3.7.8. This letter clarifies the location of the ERCW system alignments required to credit UHS temperature limits.
As discussed in the June 30, 2016, teleconference, Note 2 and Required Action A2 of the requested changes to T.S. 3.7.8, Condition A requires UHS temperature to be less than or equal to 79°F. As described in Section 3 of the enclosure to the Reference 1 letter, the temperature limit for UHS is based on an analysis that assumes specific system alignments, which are described in Section 7 of the enclosure.
Attachments 2, 4, and 5 to the Reference 1 enclosure provided proposed TS 3.7.8 Bases and FSAR mark-ups for information only. The proposed FSAR mark-ups contain the details of the specific system alignments in FSAR Section 9.2.2.2. The TS 3.7.8 Bases references FSAR Section 9.2.2.2 for specific system alignments required to take credit for the UHS temperature limits. The proposed changes to the TS 3.7.8 Bases and FSAR Section 9.2.2.2 will be incorporated during the implementation of the associated TS Change.
TVA has reviewed the information supporting a finding of no significant hazards consideration and the environmental consideration provided to the NRC in the Reference 1 letter. The supplemental information provided in this submittal does not affect the bases for concluding that the proposed license amendment does not involve a significant hazards consideration. In addition, the supplemental information in this submittal does not affect the bases for concluding that neither an environmental impact statement nor an environmental assessment needs to be prepared in connection with the proposed license amendment.
Additionally, in accordance with 10 CFR 50.91 (b)(1 ), TVA is sending a copy of this letter to the Alabama State Department of Public Health.
