By letter dated May 10, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML 18137A210), Nebraska Public Power District (NPPD, the licensee) submitted an affidavit dated April 23, 2018, executed by Brian R. Moore of Global Nuclear Fuel -Americas, LLC [GNF-A]. The licensee requested that the information contained in Enclosure 2 to its letter be withheld from public disclosure pursuant to Title 10 of the Code of Federal Regulations (10 CFR), Part 2, Section 2.390. Specifically, NPPD requested that the following document be withheld:

The licensee requested that the information contained in to its letter be withheld from public disclosure pursuant to Title 10 of the Code of Federal Regulations (10 CFR), Part 2, Section 2.390. Specifically, NPPD requested that the following document be withheld:
[Safety Limit Minimum Critical Power Ratio], Cooper Nuclear Station Cycle 31, dated April 2018. A non-proprietary copy of the document has been placed in the U.S. Nuclear Regulatory Commission's (NRC's) Public Document Room and added to the NRC Library in ADAMS at Accession No. ML18137A211.
GNF Additional Information Regarding the Requested Changes to the Technical Specification [Safety Limit Minimum Critical Power Ratio], Cooper Nuclear Station Cycle 31, dated April 2018.
The affidavit stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons: a. Information that discloses a process, method, or apparatus, including supporting data and analyses, where prevention of its use by GNF-A's competitors without license from GNF-A constitutes a competitive economic advantage over other companies;

We have reviewed your application and the material in accordance with the requirements of 10 CFR 2.390 and, on the basis of the statements in the affidavit, have determined that the submitted information sought to be withheld contains proprietary commercial information and J.
