==Dear Mr. Burnell,==

We are interested in some information regarding our potential purchase of the Bellefonte Nuclear Plant in Alabama. Our company was the only other bidder at the auction about two years ago. Now that the winning bidder, Nuclear Development LLC, has not been able to close, the TVA will be looking for alternative buyers. Being that we seem to have been the only other interested and capable buyer, we have begun the conversation with TVA to purchase the plant.
The current drama surrounding Bellefonte, with a lawsuit filed and blame being placed in various directions, compels me to reach out to the NRC in advance to get a better idea of what the regulatory requirements would be for our potential purchase. To be clear, our intentions are very different than this other group. We plan to remove all the nuclear related equipment and build some small renewable energy projects in conjunction with industrial projects. We do not plan to complete the nuclear power plant.
What are the requirements in regards to permits and any other regulatory obligations for such a purchase?
The site has two nuclear reactors that were delivered decades ago and were never used. They are still sitting in the same spot, untouched. We were hoping to sell them to a foreign country, any of the many countries that are approved for U.S. sales of nuclear products. It is my understanding that this would require a special approval. Is this something that must be done through your agency? Please help us understand what all this entails.

Scott Burnell U.S. Nuclear Regulatory Commission Washington, DC 20555 December 1, 2018

Dear Mr. Burnell,
