As has been the TV Electric practice in the past.several.FSAR-amendments, all changes described in the attachment have been evaluated for relative significance (i.e., the group-number 1, 2, 3 or 4 following each change:

justification as discussed in TU Electric letter TXX-88467 dated June 1.-1988)..

In addition, all changes applicable-to CPSES Unit 1 havefbeen reviewed under-the TU Electric.10CFR50.59 process and found not to include any "unreviewed j safety questions."

in the FSAR do not reduce the commitments in the program description previously accepted-by the NRC.- ~

Justification:

The GA drawings are based on plant plan and elevation drawings which contain far more detail than is necessary for an understanding of the general layout cf major plant structures and equipment. To eliminate processing and review of FSAR changes relating to changes in detail which do not affect the intent of these drawings, criteria for updating these drawings are provided.

1) The scope-of Regulatory Guide 1.137-is to provide guidance for GDC 17 and 10CFR50. Appendix B. Security requirements of 10CFR73-are not within the scope described in the Regulatory Guide.
2) The scope of the CPSES Security Plan and the FSAR description ofLcompliance with 10CFR73 in Section 13.6-does not include Regulatory Guide 1.137 or ANSI N195-1976 as part of its licensing basis.-
3) NUREG-0797 (SSER 22) does not include Regulatory Guide 1.137 or ANSI N195-1976:as part:of the-licensing- -i basis for security.

The intent of ANSI N195 is satisf-ied by the CPSES design and administrative controls. Because the Security Plan is Safeguards Information, the: vital' equipment / vital area licensing basis should not be-described in other Licensing Basis Documents.

HVAC water chillers Justification:

Added three non safety HVAC water chillers in the Unit 2 Turbine Building to be part of the common Chilled Water System. The motors for the chiller pumps are being added to breaker XAl 4 which previously fed the electrical auxiliary boiler. The electrical auxiliary boiler is no longer being used and retired in place.

As a result of this change, there is no increase in electrical bus load nor combustible loadings in the fire area.

Leakage has been observed between Unit 1 and Unit 2 CCW Systems as indicated by oscillating / changing surge tank levels. This cross unit leakage has been attributed to cross unit isolation butterfly valves leaking by due to the differences in pressure between each unit's CCWS respective system portion. Cross unit leakage should be avoided as it de sensitizes the ability of the surge tank to indicate CCWS in or out-leakage. Leakage in and out of the CCWS is indicated by an increase or decrease of the tier level is the CCWS surge tank. In order to preclut. or mitigate this cross unit leakage the three 24" dia. Unit t safeguards isolation valves used for cross Unit isolation will be pulled and the piping blind flange. Also the 12" dia. SFP Cooling Heat Exchanger CCW crosstie isolation valves will be pulled and spectacle flanges installed to isolate the leakage.

Note: Removal of the 24" crosstie capabilities is an interim meaure to prevent cross unit leakage during the Unit 2 preopt test phase. Prior to unit 2 initial fuel Load the Cross Tie capability will be evaluted and restored.

A calculation was performed to study the impact of extreme outdoor weather conditions on safety related HVAC systems. This calculation evaluated the capac-ities of these systems to maintain the plant within I acceptable parameters during an ocassional extreme outdoor temperature <xcursion. The calculation utilized an extreme summer temperature of 113 deg F and an extreme winter temperature of 4 deg F.

These extreme temperatures were obtained from historical meterological data for the local area and are consistent with the meterological data presented in FSAR Section 2.3. The extreme summer temperature is being changed from 110 deg F to 113 deg F to provide additional- analytical conservatism to assure that the safety related HVAC systems are fully capable of reliably performing their intended safety function.

Previously, there was one temperature element in each-of the four 4" AFW headers just upstream of the tie into the preheater bypass line. -In this configuration the existing temperature elements did not accurately reflect check valve temperature due to the temperature elements close proximity to the preheater

. bypass-line (which is at approx. 450 degrees) whereas the normal AFW check valve temperature is approximately 140 degrees. By relocating the temperature elements.

On a loss of the preferred power source, if the alter-nate power source is available and powers the Class 1E buses, the diesel generator will now not start. This design modification prevents unneccesary starts of the diesel generators when they are not needed. The relay logic was changed by removing 27AX-2/ST2. which started the diesel generators on a loss of preferred offsite power. and removing the start signt from 27-2X/1EA1 and replacing it with a new time delay relay. 272X-1/

The new time delay relay has a delay of 1.0 sec, to allow time for the alternate offsite power source breaker to close and power the bus.
