Dear Sir or Madam:

On June 16, 2009, Entergy Operations, Inc. (Entergy) submitted a request to implement a risk-informed Inservice Inspection (RI ISI) program based on the methodology of American Society of Mechanical Engineers (ASME) Code Case N-716, as documented in the attachment to Request for Alternative RBS-ISI-013, Reference 1.

On June 16, 2009, Entergy also submitted a request to further extend the third period of the second ASME Inservice Inspection Interval, Reference 2, RBS-ISI-012. To coordinate the expected approval of the RI-ISI program, Reference 1, with the extension request, Reference 2, the RI-ISI request included a request to implement the approved RI-ISI beginning with the third period of the second ISI interval to cover the remaining weld examinations that were not performed during the second interval. The third period of the second ISI interval was previously extended by RBS-ISI-005 as approved by NRC on May 17, 2007 (TAC No.

MD3442).

On August 21, 2009, Entergy withdrew the request to further extend the third period of the second interval, Reference 3. As a result of this withdrawal the need to coordinate Reference 2 with Reference 1 is no longer necessary. The second ISI interval scope will be completed as previously approved by the end of Refuel Outage 15 in the fall of 2009.

RBG-46960 Page 2 of 3 Therefore, Entergy requests to implement a Risk-Informed Inservice Inspection Program Based on ASME Code Case N-716 upon approval. This approval is expected to be during the first period of the third ISI interval.

The Attachment to this letter contains a list of the impacts the withdrawal of the additional extension request upon the RI-ISI request. These impacts are conservative in that; the scope of the examinations for the third period of the second interval will be in accordance with the current ISI program and exceed the examination scope requirements of the proposed RI-ISI program.

The changes identified in this letter do not affect the conclusions of the No Significant Hazards Evaluation.

RIVER BEND STATION SUPPLEMENT TO REQUEST FOR ALTERNATIVE RBS-ISI-013 FOR RIVER BEND STATION As discussed in the cover letter, the withdrawal of the request to further extend the third period of the second inspection interval (Reference 3, RBS-ISI-12) removes the need to coordinate the implementation of the request to implement a Risk' Informed Inservice Inspection (RI-ISI) program.

Discussion of this coordination was contained in the cover letter and four additional locations in Attachment 1 of the request to implement a RI-ISI program (Reference 1). The table below identifies each location and the effect of the Withdrawal of the extension of the previous inspection interval.

Page 14, second and third paragraphs of section; as a result of the Section 5 withdrawal of the extension request, RBS-ISI-12, the second paragraph no longer applies to the request to implement a RI-ISI program.

The third paragraph discusses a commitment in the extension request (RBS-ISI-012). This request was withdrawn and therefore no longer applies.

Examinations will be performed under a conventional ISI program until approval of the requested RI-ISI.
