Ladies and Gentlemen:

In a letter dated November 29, 2018 (i.e., Reference 1), Duke Energy Progress, LLC (Duke Energy), requested an extension of the submittal date of the seismic probabilistic risk assessment (SPRA), associated with the seismic hazard reevaluation for H.B. Robinson Steam Electric Plant, Unit No. 2 (HBRSEP), from March 31, 2019, to October 31 , 2019. The NRC approved the extension on January 10, 2019 (i.e., Reference 2).

The purpose of this submittal is to request an additional extension of the submittal date for the HBRSEP SPRA until December 12, 2019. In support of the HBRSEP SPRA, Duke Energy performed additional analyses which have been peer reviewed. The follow-up focused scope peer review was completed the week of October 7, 2019. The requested extension provides adequate time to complete the HBRSEP SPRA. The justification provided in Reference 1 for the original extension request is applicable to this request and justifies continued plant operation during the extension period. A pre-submittal meeting with the NRC was held on October 16, 2019, to discuss the details of the SPRA.
