In accordance with 10 CFR 50.54(p)(2), 10 CFR 72.44(e), and 10 CFR 72.186(b), this letter, from Carolina Power & Light Company (CP&L), now doing business as Progress Energy Carolinas, Inc., and Florida Power Corporation (FPC), now doing business as Progress Energy Florida, Inc., provides notification that the consolidated fleet CarolinaPower and Light Company and FloridaPower CorporationPhysicalSecurity Plan, Security Trainingand QualificationPlan, Safeguards Contingency Plan, and Independent Spent Fuel Storage InstallationSecurity Program,has been revised. Revision 4 of the consolidated fleet Carolina Power and Light Company andFloridaPower CorporationPhysicalSecurity Plan, Security Trainingand QualificationPlan, Safeguards Contingency Plan, and Independent Spent Fuel Storage InstallationSecurity Program,was effective on January 5, 2012.

The plan revision incorporates two changes. One change is specific to Shearon Harris Nuclear Power Plant, Unit No. 1. The second change involves a minor enhancement specific to the Brunswick Steam Electric Plant, Unit Nos. 1 and 2, that was made as a result of a previous NRC staff comment. An evaluation of the plan revision in accordance with 10 CFR 50.54(p)(2), 10 CFR 72.44(e), and 10 CFR 72.186(b) has determined that the changes incorporated do not reduce the effectiveness of the plan and that the consolidated fleet plan continues to meet the standards of 10 CFR 73.51 and 10 CFR 73.55, as applicable, for the facilities listed above.

This letter includes two enclosures which contain Safeguards Information as defined in 10 CFR 73.2. Enclosure 1 contains a Summary Description of Changes. Enclosure 2 contains a copy of the CarolinaPower and Light Company andFloridaPower CorporationPhysical Security Plan, Security Trainingand QualificationPlan, Safeguards Contingency Plan, and Independent Spent Fuel Storage Installation Security Program,Revision 4.

No new regulatory commitments have been made in this letter.
