Final Response to Order EA-03-097, Implementation of Additional Security Measures Associated with Access Authorization at Independent Spent Fuel Storage Installations Gentlemen:

Maine Yankee has completed the implementation of the requirements in paragraph B.4 of Attachment 1 of Reference (b) for the additional security measures required of Order EA-03-097.

NEI 04-09, which the NRC endorsed, was used as a guideline in ensuring that Maine Yankee's Access Authorization Program met the NRC orders. We are in full compliance with requirements of the order as of August 8, 2005. Maine Yankee's Access Authorization Program is available for NRC review upon inspection.
