NRC NEWS U.S. NUCLEAR REGULATORY COMMISSION Office of Public Affairs Telephone: 301/415-8200 Washington, D.C. 20555-0001 E-mail: opa.resource@nrc.gov Site: www.nrc.gov Blog: http://public-blog.nrc-gateway.gov No.12-054 May 11, 2012 NRC TO DISCUSS CUMULATIVE EFFECTS OF REGULATION MAY 31 IN ROCKVILLE, MD The Nuclear Regulatory Commission will meet with interested groups and members of the public on Thursday, May 31, in Rockville, Md., to discuss how the agency is considering changes to its rulemaking process to reduce implementation challenges for license holders and NRC staff.

The meeting will run from 1 p.m. to 5 p.m. EDT in Room T2B3 of NRC Headquarters, 11555 Rockville Pike in Rockville. Members of the public can also participate in the meeting via teleconference and webinar. For information on pre-registering, calling in or participating in the webinar, please contact Tara Inverso at 301-415-1024 or tara.inverso@nrc.gov.

The meeting will discuss the concept of cumulative effects of regulation, or CER, which could occur if the NRC issued several new and complex changes with overlapping deadlines and resource needs. The NRC understands CER should be minimized, since it could potentially distract both license holders and NRC staff from properly focusing on safety and security. The issue has taken on added importance as the agency implements the lessons learned from the Fukushima Dai-ichi nuclear accident.

The meeting is meant to inform the public about the staffs approach to revising the NRCs rulemaking process to avoid CER, and to allow the public to ask clarifying questions and provide feedback. The staff laid out its approach to the CER issue in a proposal to the Commission. The staffs presentation for the meeting is available on the NRCs electronic document database, ADAMS, by searching for accession number ML12123A083.

NOTE: Anyone wishing to take photos or use a camera to record any portion of a NRC meeting should contact the Office of Public Affairs beforehand.
