October 26, 2007 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE - PNO-IV-07-008D This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region IV, Arlington, Texas, staff on this date.

SUBJECT:
FINAL UPDATE - SOUTHERN CALIFORNIA BRUSH FIRES AND SAN ONOFRE NUCLEAR GENERATING STATION STATUS DESCRIPTION: On October 26, 2007, at 4:42 a.m. PDT, the licensee restarted San Onofre Nuclear Generating Station (SONGS) Unit 2. SONGS Unit 2 was shutdown on October 21, 2007, to conduct testing and replacement of solenoid operated pilot valves for the feedwater and main steam isolation valves. NRC inspectors monitored the licensees troubleshooting and maintenance activities, and observed the restart of Unit 2.
Unit 3 remains shut down in a scheduled maintenance outage.
NRC staff coordinated with the licensee, FEMA, and local response organizations to evaluate grid conditions and offsite response capabilities prior to the restart of Unit 2.
The fires around San Onofre are approximately nine miles away and do not present a danger to the site. The electrical grid is stable, and all offsite power sources are available for site loads. All required evacuation and access routes around the site are open, and the licensee has ensured adequate staff is available for emergency response if needed. NRC inspectors continue to monitor licensee activities.
The state of California has been informed. This information has been discussed with licensee management and is current as of 7:30 a.m. PDT on October 26, 2007.
The California wildfires are receiving widespread media coverage, with some interest regarding the impact on San Onofre Nuclear Generating Station.
