June 7, 2013 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-IV-13-003 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region IV, Arlington, Texas, staff on this date.

SUBJECT:

LICENSEE ANNOUNCEMENT OF PERMANENT SHUTDOWN OF SAN ONOFRE NUCLEAR GENERATING STATION (SONGS) UNITS 2 AND 3 DESCRIPTION:

On June 7, 2013, Southern California Edison (SCE) verbally notified the NRC that it will permanently shutdown SONGS Units 2 and 3. While the NRC is aware of SCEs plans, the agency is awaiting formal notification of the utilitys actions. Both units have been shutdown since January 2012 to resolve issues associated with degraded steam generator tubes.

The NRC has a number of regulations, processes, and guidance documents governing the permanent shutdown of a nuclear power plant. As has been the case with other nuclear power plants, once Southern California Edison formally notifies the NRC that it has permanently removed all fuel from the SONGS reactor cores, the NRC will use its existing processes to move SONGS to the agencys decommissioning oversight structure. The NRC will continue its oversight of the plant to ensure it meets applicable requirements.

The State of California has been notified.
