October 23, 2007 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-IV-07-008 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region IV, Arlington, Texas, staff on this date. SUBJECT:

SOUTHERN CALIFORNIA BRUSH FIRES AND SAN ONOFRE NUCLEAR GENERATING STATION STATUS

DESCRIPTION: The NRC and Southern California Edison, licensee for San Onofre Nuclear Generating Station, are closely monitoring the impacts of the Southern California brush fires. Currently, the San Onofre site and the local electrical grid have not been affected.

On October 21, 2007, the licensee shut down Unit 2 to perform main steam and feedwater isolation valve testing as a result of a problem found in Unit 3. The resident inspectors responded to the site to monitor the shut down of the unit. Unit 3 is currently shut down for a planned maintenance outage. Testing activities in both units identified no additional valve failures. The licensee is currently in the process of preparing Unit 2 for restart. NRC resident inspectors will continue to follow the licensee's maintenance and equipment restoration activities.

NRC staff will coordinate with the licensee to evaluate the impacts of the Southern California fires on grid stability and emergency response capabilities prior to the restart of Unit 2. Unit 3 continues in a scheduled midcycle outage.

The state of California has been informed. This information has been discussed with licensee management and is current as of 9:45 AM PDT on October 23, 2007.
