CONTAMINATED SPENT FUEL CASK Region III (Chicago) issued a Confirmatory Action Letter to the General Electric Morris facility on August 27, 1986, confirming the licensee's agreement not to ship two IF 300 spent fuel casks until additional actions can be taken to reduce surface contamination on the casks.

The two casks were found to have surface contamination in excess of the U.S. Department of Transportation (DOT) limits on July 29 and August 19, 1986, upon arrival at the Cooper Nuclear Power Station in Nebraska. The casks had been decontaminated to less than 10 percent of the D0T limit prior to their departure from the GE Morris site on both occasions. During transit, however, radioactive contamination imbedded in the surface of the cask "weeped" out to levels exceeding the limit. Previous cask shipments had also exhibited " weeping," but to a lesser extent than the two most recent shipments.

The licensee is investigating the cause of the excessive weeping and expects to propose corrective actions to Region III within the next few days.

The States of Illinois and Nebraska will be notified. Region IV also will be notified of the Confirmatory Action Letter.
