PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT-- PNS-78-39 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

ANTINUCLEAR DEMONSTRATION According to both the licensee and media reports, there will be an antinuclear demonstration at the Morris facility, a spent fuel storage site, on August 19, 1978. The licensee has met with protest leaders and has agreed to provide a portion of the parking lot for use by the demonstrators . Although the licensee believes that some of the demonstrators may commit acts of civil disobedience, no violence is anticipated. Appropriate arrangements have been made with local law enforcement agencies. Estimates of the number of protestors range up to 500.
Although the Dresden Nuclear Generating Station is adjacent to Morris, there has been no information to suggest that the protest will encompass that facility as well. Dresden officials are aware of the scheduled protest and have indicated to Region III (Chicago) that they will o increase security during this period. g The only SNM at Morris is in the form of irradiated fuel elements which 3 are stored in spent fuel storage basins.
