May 5, 1978 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT-- PNS-78-20 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented I is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Facility: General Electric Company, Morris Operation (DN70-1308) Morris, IL

Subject:

PLANNED DEMONSTRATION The licensee operates a spent fuel storage facility approximately 11 miles east of Morris, Illinois. The site is contiguous to the Commonwealth Edison Dresden Nuclear Power Station.

The licensee has been advised that a peaceful demonstration by persons representing several anti-nuclear groups will take place on Sunday, May 7, 1978, commencing at approximately 1:00 p.m. CDT. No violence is anticipated. Some demonstrators may attempt to trespass in order to be arrested according to;public statements made by demonstration organizers.

Recent news articles predict approximately 500 demonstrators. The length of the demonstration is unknown . hut there have been indications O that some participants may stay in the area for several days to block j, any shipments of spent fuel to the site (none are scheduled for this j period).

The licensee has requested assistance from the local Sheriff and Illinois State Police .and will have a full complement of contract guards on the h

'O site during the demotistration. There have been no indications that the demonstration Will extend to the nearby Dresden Nuclear Power Station but that licensee, in concert with the LLEA and Morris Operation represen-k tatives, has developed contingency plans and will reinforce its own j guard force and increase patrol frequency during the demonstration.

The IAT has been notified.

l The State of Illinois has been informed.

Considerable media interest is expected.
