NOTICE 0F VIOLATION i
General Electric Morris Operation License No. SNM-2500 I
Morris, Illinois As a result of the inspection conducted on' February 12-14, May 30, 31 and June 1, 1990 and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1989), the following violation was identified:
Condition 13 of Special Nuclear Materials _ License No. SNM-2500, Amendment No. 3, incorporates the-technical specifications contained in Appendices A and B, which requires the licensee to operate the installation in accordance.with the Technical Specifications, amendment application and letters dated June 25, 1982, May 10, 1984 and July 21, 1988.

specifies that plans and procedures shall be established and implemented to assure compliance with technical specifications ard applicable government regulations, j
Plant procedures designed for the safe operation of various plant systems are listed under the following categories:
Consolidated Safety Analysis Report (CSAR); Morris Operations Instructions (M01's); Standard Operating Procedures (S0P's) Safety Manual; Special Work Procedures (SWP); and Regulated Work Procedures (RWP).
M0I-909, Revision 5, Section 4.2, requires that all personnel authorized to perform the work must also sign the SWP (No. 90-08-04,' dated 01/08/90) showing acknowledgement of conditions and safety requirements before starting work.
Contrary to the above, between January 8 and 12,1990, the Maintenance Manager L
entered the work location, but failed to sign the SWP prior to his initial entry.
This is a Severity Level IV violation (Supplement VI)'.
Pursuant to the provisions of 10 CFR 2.201, you.are required to submit to this.
office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:
(1) the corrective actions that have been taken and the results achieved; (2) the corrective actions that will be taken to avoid further violations; (3) the date when full compliance-will be achieved.
Consideration may be given to extending your response time for good cause shown.
