1.0 INTRODUCTION
This report was prepared by the Detroit Edison Company in compliance with the requirements of the U.S. Nuclear Regulatory Commission (NRC). This report describes the 1988 radiological monitoring and sampling activities conoucted by Detroit Edison as part of the Fermi 2 Radiological Environmental Monitoring Program (REMP). The Fermi 2 REMP was established by Detroit Edison in 1978. Up until the time that Fermi 2 was started up by Detroit Edison in 1985, the Program provided for acquiring environmental data in order to establish a preoperational baseline. Now that Fermi 2 is in operation, the REMP has been modified to focus on acquiring environmental data from monitoring and sampling locations. These locations would be most likely to indicate if there were any measurable effects in the environment from the operation of Fermi 2. These monitoring and sampling locations are called " indicator" locations. Detroit Edison also collects data from environmental monitoring and sampling locations which , are distant from Fermi 2. These locations are considered to be outside the area which might be affected by Fermi 2 operation. These distant monitoring and sampling locations are called
" control" locations.
In 1988, Detroit Edison collected over 750 environmental indicator and control samples and performed more than 1,000 analyses as part of the REMP. .his report contains the tabulated summarias of the campling and analysis results for 1988. Throughout the year, the Detroit Edison Radiation Effluents staff at Fermi 2 collects and compares the environmental indicator data with the control data. This data is used to determine if there have been any measurable effects in the environment which are telated to the operation of Fermi 2. Any significant differences between the indicator data and the control data are required to be reported to the NRC. In 1988 there were no significant differences found between indicator and control environmental monitoring data related to the operation of Fermi 2. The levels of radioactive. material which were detected in samples have been attributed to naturally-occurring radioactivity, fallout from previous atmospheric weapons testing. Therefore, Detroit Edison has concluded that there were no discernable effects upon the environment related to the operation of Fermi 2 in 1988. L___ _-___
9 Annual Radiological 7 Enylronmental Monitoring l Report 1988 Page 2 i 2.0 RADIOLOGICAL ENVIRONMENTAL MONITORING PROGRAM l 1 l 2.1 REGULATIONS I Title 10 of the Code of Federal Regulations (CFR) Part 50 Appendix 1, Section 4.B requires that Detroit Edison establish an appropriate surveillance and monitoring program to assure that radioactive products released to the environment are kept at extremely low levels. Section 20.201 of 10 CFR Part 20 further requires that a licensee conduct surveys of levels of radiation or concentrations of radioactive products as necessary to show comp!iance with Commission regulations. 2.2 PRECPERATIONAL PROGRAM l The preoperational enuronmental monitoring program was established seven years prior to the ; operation of the Fermi 2 reactor. This preoperational program determined the existing levels of radiation and radioactive products occurring naturally and from man-made sources in the environment around the Fermi-2 site. The program included continuous monitoring of direct radiation, radioactivity in air, lake sands and waters, drinking wat6c, cow's and goat's milk, and local garden variety vegetables. l 2.3 OPERATIONAL PROGRAM i The elements that made up the preoperational monitoring program are still in effect today. The preoperational progrem became the operational program it! June of 1985 when initial criticality was achieved for the Fermi 2 reactor. Th9 sampling and analysis program in the operational phase still continuously monitors direct radiation, radioactivity in air, lake cands and water, drinking water, cow's and goat's milk, and local garden variety vegetables. T he Radiological Environmental Monitoring program continuously samples and analyzes the food chain to man for radioactive nutorial. 2.4 QUALITY CONTROL Detroit Edison participates in an NRC approved interlaboratcry comparison program. In this program, simu'ated environmental samples are prepared by the Quality Assurance Branch of the Environmental Protection Agency (EPA) and sent to the Fermi-2 Radiological Environmental Monitoring Program (REMP) laboratory. The laboratory performs the required analysis and returns the results to the EPA. The EPA performs a statistical @nalysis and comparison to known values and returns the results to the laboratory. If the results do not fall witnin allowable limits, the laboratory's methods and techniques are re-evaluated. The results of this program are reviewed by Detroit Edison and are required to he reported to the NRC. The interlai> oratory comparison program results for 1938 are provided in Appendix (A). The analysis results for 1988 that were not within the allowaole limits as required by the EPA are listed in an addendum to Appendix (A).
Annual Radiological Environmental Monitoring Report 1988 Page 3 3.0 TERRESTRIAL . MONITORING PROGRAM
3.1 INTRODUCTION
The terrestrial monitoring program provides continuous monitoring of the land environment pathways that may result in human consumption of radioactive products. The results of the trionitoring program provide tcr a direct comparison of the effects of Fermi 2 on a short term basis (i.e. weekly), and a review of long term trends over the course of operation for Fermi 2. The following sections discuss the type of sample, analysis performed, a review of short and long term trends, and comparison to preoperational samples. 3.2 DIRECT RADIATION The most widely used cont.inuous monitoring device in the environmental program is the thermoluminescent dosimeter (TLD). The TLDs are subjected to strict testing requirements of the Nuclear Regulatory Commission (NRC) before they are used in the field. The environmental TLDs are Incated around Fermi 2 to monitor gaseous radioactivity and direct radiation resulting from the operation of Fermi 2. In 1988, the TLD monitoring program included forty-six (46) TLDs located around Fermi 2. Each of the 46 TLD locations has two cards with 4 readout areas per card. The TLDs were collected once each calendar quarter and sent to the environmental laboratory for analysis. The results of the analysis were sent to Ferna 2 for comparison and trending. During 1988, three hundred and sixty-six (366) TLDs were analyzed for direct radiation exposure. The TLDs nearest the plant indicated a mean value of 16.3 millirem / quarter. The TLD considered not to be effected by the operation of Fermi 2, (i.e. control TLD) indicated a mean value of 17.0 millirem / quarter. In the period 1983 to 1988 (two years prior to the operation of Fermi 2 to four years after) the average annual radletion mean for all indicating TLDs was 17.7 millirem / quarter. The indicating TLDs ranged from 8.8 *o 23.4 millirem / quarter, showing variations from year to year. The control location covering the same time period had an annual average mean exposure of 18.4 millirem / quarter. The contal TLD varied from 14.5 to 21.8 millirem / quarter, which is equivalent to that of the TLD readings naar the plant. 3.3 ATMOSPHERIC MON 110 RING Detroit Edison continuously monitors the air near Fermi-2 for radioactivity. The atmospheric monitoring program developed for Fermi 2 has continuously sampled the air since 1979. Four of the five (5) air sampling sites selected for monitoring were based on the eveluation of l predominant wind directions. A fifth location was selected approximately 14 miles west of the l plant and is considered to be unaffected by the operation of Fermi 2. During 1988, two hundred and sixty (260) air samples were collected and counted for gross beta radioactivity. The average gross beta radioactivity level was 0.0185 pCi per cubic meter of air sampled for all indicating air sample locations. The average gross beta radioactivity level { for the controlling location in 1988 was 0.0178 pCi per cubic meter of air sampled. The range of the indicating locations in 1988 was from 0.0047 to 0.0592 pCi per cubic meter of air sampled. The range of the controlling location was from 0.0045 to 0.0497 per cubic meter of air sampled which is equivalent to the range of the indicating locations. j l
- Annual Radiological Environmental Monitoring Report 1988 Page 4 From 1983, (two years prior to the operation of Fermi 2) through 1988, the armual average gross beta radioactivity level for indicating locations near the plant was 0.0230 pCi per cubic meter of air sampled. The annual mean gross beta radioactivity for the control location for the same five (5) year period was 0.0230 pCi per cubic meter of air sampled. The range of the annual average gross beta radioactivity for sample locations near the plant was from 0.0047 to 0.0592 pCi per cubic meter of air sampled. The annual average gross beta radioactivity for the control location ranged from 0.0021 to 0.0497 pCi per cubic meter of air sampled.
During 1988, two hundred and sixty (260) charcoal containers were counted to determine the presence of radioiodine in the atmosphere. None of the containers showed detectable levels of radiciodine levels, (i.e. above 0.07 pCl per cubic meter air sampled). Twenty (20) composite samples for each individual atmospheric sampling station were counted. No gamma or beta emitting radioactivity attributed to the operation of Fermi 2 was detected in any of the composite samples. All gamma or beta emitting radioactivity that was detected was naturally occurring. 3.4 MILK SAMPLING PROGRAM l During 1988, fifty-five (55) milk samples were collected from farms participating in the Fermi 2 environmental program. None of these samples showed any radioactivity that is attributed to the operation of Fermi 2. The only radioactivity detected in the samples was naturally occurring potassium-40. The annual average potassium-40 level at the indicating locations was 1495 pCl per liter of milk. The annual average potassium-40 level at the c-ontrol location was 1338 pCi per liter of milk. From 1983 through 1988, the annual average potassium-40 level for the Fermi-2 sample focations was 1344 pCi per liter of milk. The range of the reported values for these samples was from a low of 1090 to a high of 1660 pCi per liter of milk. The average annual value for l the control location during the same time period was 1145 pCi per liter of milk. The range of the reported values was from a low of 1170 to a high of 1430 pCi per liter of milk. Thus, the control location reported values equivalent to the Fermi-2 sample locations. 3.5 GARD ~N SAMPLING PROGRAM During 1988, thirteen (13) vegetables samples were collected and analyzed. No radioisotopes that can be attributed to the operation of Fermi-2 were detected. The only radioactivity detected was naturally occurring potassium-40 and Beryllium-7. The indicating stations annual mean average was 3508 pCi of potassium-40 and 300 pCi of Beryllium-7 per kilogram of vegetable. The range of the reported values was from a low of 2170 pCi of potassium-40 per kilogram to a high of 5990 pCi of potassium-40 per kilogram of vegetable and from a low of 190 pCi of Beryllium-7 per kilogram to a high of 410 pCl of Beryllium-7 per kilogram of vegetable. The controlling location's annual mean average was 2243 pCl of potassium-40 per kilogram of vegetable and < LLD for Beryllium-7. The range of the reported values was 1820 to 2970 pCi of potassium-40 per kilogram of vegetables sampled. In the sampling years 1983 through 1988, the annual mean average of indicating locations was 3568 pCi of potassium-40 per kilogram of vegetables sampled. The range of the indicating locations for these years was a low of 2170 to a high of 5990 pCi of potassium-40 per kilogram of vegetables sampled. The controlling location had an annual mean average of 3701 pCi of potasslum-40 per kilogram of vegetables sampicd. The range of the controlling location for these years was a low of 1820 to a high of 5660 pCi of potassium-40 per kilogram of vegetables sample 1

4.1 INTRODUCTION
The aquatic monitoring program provides continuous monitoring of the aquatic environment of Fermi 2. At Fermi-2, the dominant feature of the aquatic environment is Lake Erie, on which the plant site borders. The aquatic environment also includes other surface waters, such as the Detroit River, groundwater (i.e. wells) near the plant, fish, and lake sediments 4.2 DRINKING WATER Ouring 1988 twenty-four (24) drinking water samples were collected from the drinking water supplies of Detroit and Monroe. Water samples obtained at the Monroe water intake are considered to be influenced by Fermi-2. The Detroit city water intake located in Allen Park, Michigan is considered not to be influenced by liquid discharges from Fermi 2. Therefore, Detroit Edison considers the Detroit city water intake to be the " control" location for the aquatic monitoring program. In all the samples examined by the gamma spectrometer no radioactivity was found that could be attributed to the operation of Fermi 2. The gross beta radioactivity analysis performed on these same samples indicated a mean concentration of 2.8 pCi per liter of water sampled for the Monroe water intake. The gross beta ranged from a low of 2.2 to a high of 4.0 pCi per liter of water sampled. The samples collected at the control station (the Detroit water intake) indicated a mean of 2.3 pCi per liter of water sampled. The gross beta radioactivity levels in the control station samples ranged from a low of 1.8 to a high of 2.7 pCi per liter of water sampled. Sampling data for 1983 through 1988 show an annual mean gross beta radioactivity of 2.9 pCi > per liter for the indicating location. The gross beta radioactivity measured in these years ranges from a low of 2.2 to a high of 4.0 pCi per liter of water sempled. The annual mean gross beta radioactivity for the control station for the same period is 2.4 pCi per liter of water sampled. The gross beta radioactivity range for these years is a low of 1.8 to a high of 3.0 pCi per liter of water sampled. Those samples analyzed in 1988 were well within the ranges of the previous years. In 1988 tritium activity was detected in the indicating and control location samples. The average tritium concentrationof the indicator and control locations were 390 and 338 pCl per liter of water respectively. In samples collected at these same locations prior to the operation of Fermi 2, levels of tritium had also been detected. The average tritium concentration of the indicator and control locations were 300 and 340 pCi per liter of water respectively. 4.3 SURFACE WATER MONITORING During 1988 twenty-four (24) surface water samples were collected at the Fermi 1 intake and Trenton Channel Power Plant. In all of the samples examined by the gamma spectrometer, no radioactivity attributed to the operation of Fermi 2 was detected. In 1988 low level tritium activity was detected at the Indicating surface water loactions. l

In previous sampling years 1983 to 1985 and again 1988 tritium was detected at the indicating location. At the indicating location, the mean concentration ranged from a low of 160 pCl/ liter of tritium in 1985 to a high of 390 pCi of tritium per liter in 1983. For the controlling location at Trenton Channel, the mean concentration ranged from a low of 230 pCl of tritium per liter in 1983 and a high of 290 pCi of tritium per liter sampled in 1984. No tritium was detected at the control location in 1985. In 1985 tritium was detected in the first calendar quarter (January-March). The Fermi 2 reactor did not achieve operation until late in the second quarter (April-June) of 1985. The detected tritium in the first quarter of 1985 is not the result of the operation of Fermi-2. The levels of tritium detected at the Fermi 2 discharge is 1988 are consistent with the levels detected in years prior to the operation of Fermi 2. No effect from plant operation is detected.' 4.4 GROUND WATER MONITORING Based on monitoring well data, in 1988 at no time did the aquifer indicate any flow inland. Samples were collected once each calendar quarter 'of 1988 from the four (4) monitoring wells on the Fermi-2 site. These samples will provide a baseline for future monitoring.
.The samples were collected and placed on the gamma spectrometer and showed no detectable gamma radioactivity. When analyzed for tritium (hydrogen-3) no radioactivity was detected.
4.5 SEDIMENT SAMPLING In 1988, ten (10) lake sediment samples were obtained from five (5) separate locations. Four (4) . samples were taken, one South Southeast at 0.9 miles, one 3.0 miles West Southwest and two (2) samples 13 miles North Northeast of Fermi 2 show detectable levels of Cesium-137. The two sediment samples taken at North Northeast of Fermi 2 indicated an average level of 122 pCl of Cesium-137. This average level is about 1.5 times lower than the lower limit of detection (LLD) of 180 pCi of sediment required by the Nuclear Regulatory Commission. In samples collected at the Fermi 2 discharge the presence of Cesium-137 was not detected in any of the samples. 4.6 FISHING SAMPLING A total of fourteen (14) fishing samples from three (3) sample locations (two indicating and a control location) were collected in 1988. From these fishing samples, representative edible portions (fillet) of each fish species were processed and analyzed. Of these fourteen (14) samples, threa (3) samples showed detectable levels of cesium-137. The control location showed two samples with levels of ceslum-137 of 120.7 pCl per kilogram and 74 pCi per kilogram. The indicating location showed levels of cesium-137 of 65.7 pCi per kilogram. The highest level of ceslum-137 (120.7) was 1.2 times lower than the lower limit of detection (LLD) ) of 150 pCi required by the Nuclear Regulatory Commission (NRC). Samples collected in the ! second half of 1988 indicated no cesium-137 to be present. j l l

Page 7 In years 1983 through 1988, various concentrations of cesium-137 have been detected in fish at both the indicating and control locations. At the indicating locations, the levels of cesium-137 ranged from a low of 25 pCi to a high of 68 pCi per kilogram of fish fillet. The control location during the same period showed radioactivity from a low of 24.4 pCi to a high of 120.7 pCi per kilogram of fish fillet. The values for the 1988 sampling year are consistent with previous sampling years including preoperational data. Therefore, it is concluded by Detroit Edison that the detected levels of cesium-137 are attributable to the residual fallout of the nuclear weapons tests. 5.0 LAND USE CENSUS 5.1 1988 LAND USE CENSUS As required by the U.S. Nuclear Regulatory Commission, Detroit Edison performs an Annual Land Use Census. The annual land use census is a formal, documented evaluation of the changes in the location of the nearest resident, dairy animals (goats and cows), and gardens. Locations were identified through several means. One of the most common was Detroit Edison's continuing contact with neighbors of the Fermi-2 plant as Company personnel performed routine environmental sampling. Other census methods included door-to-door contacts and questionnaires. Using cartography, meteorology and aerial photography, each l Identified location was evaluated. Based on the results of this evaluation, one new location was added to the sampling program, and one location was dropped. 5.2 RESULTS To document the Land Use Census for 1988 Figures and Tables are provided for comparison to the 1987 Land Use Census. One new residence was identified Northwest of Fermi 2 at approximately 1.1 miles (See Table 1). The nearest milk locations identified in 1988 changed slightly from those identified in 1987. Milk cows were located west of Fermi 2 at 4262 Post Road and will be added to the program when the animals start producing milk in the spring. A milk goat located to the west of Fermi 2 was added to the sampling program 5/24/88, but was dropped 7/12/88 because samples could no longer be obtained due to sale of milk animals. Eight (8) of the eleven (11) closest gardens identified during the 1987 Land Use Census changed during the 1988 Census (see Table 2). The changes in garden locations did not affect the sampling program. The most significant change in the Environmental Program was dropping the garden control location to the west of Fermi 2 due to decreased size and content. A new control location was added west northwest of the plant.

.' All phases of the terrestrial and aquatic monitoring were conducted in accordance with the Technical Specifications as implemented in the sampling schedule. If samples could not be '
obtained from a specific locatien, other samples were substituted where appropriate. The following includes the details of deviations from the normal sampling schedule for 1988. 6.1 THERMOLUMINESCENT DOSIMETRY (TLD) No TLD was available for location T-1 for the first-quarter of 1988. The TLD was determined to be missing on 03-30-88 and was subsequently replaced. Vandalism is assumed by Detroit Edison to be the cause of the missing TLD. The TLD is a monitoring device located on a telephone or power pole in the vicinity of Fermi 2, and is therefore, susceptible to vandalism. Detroit Edison has determined that it is more ; cost-effective to replace a TLD at specific locations rather than to design a device that would prevent vandalism. 6.2 LOWER LIMIT OF DETECTION For all samples collected and analyzed in 1988, the required ' Lower Limit of Detection was not met on the following samples. 3 One result (< 0.08 pCl/m3) for lodine-131 in charcoal and gross beta (<0.0122 pCl/m ) for sample location API 4 on 06/07/88 did not meet the lower limit of detection due to a low

volume caused by a pump malfunction. lodine-131 was not reached in milk samples collected on 05/24/88 at locations M-2 (< 1.1), M-3 (< 1.1) and M-6 (<2.0) pCl/ liter due to the relocation of the Analytical Laboratory and r,ubsequent delays in counting the lower limit of detection. 6.3 FOOD PRODUCT SAMPLING Although a garden was identified in the Land Usu Census, food samples were not sufficient for sampling for location FP-3. Garden location FP-2 was not sampled because samples were not available because of drought conditions. A new control replaced FP-2 and is identified as FP-6. l J

lTeledyne isotopes Midwest Laboratory (formerly Hazleton Environmental Sciences) he s participated lo interlaboratory comparison (crosscheck) programs since the formulation of its quality control program in December.1971. These programs are operated by agencies which supply environmental-type samples (e.g., milk or water) containing concentrations of radionuclides known to the issuing agency but not to participant laboratories. The purpose of such a program is to provide an independent check on the istoratory's analytical pro::edures and to alert it to any possible problems. Participant laboratories measure the concentrations of specified raalonuclides and report them to the issuing agency. Several months later, the agency reports the known values to the participant laboratories and specifies control limits. Results consistently higher or lower than the known values or outside the control limits indicate a need to check the instruments or procedures used. The results in Table A-1 were obtained through participation in the environmental sample crosscheck program for milk, water, air filters, and food samples during the period January through December,1988.
