In Reference 2, DTE Electric submitted application for the NPDES Amendment to EGLE. In Reference 3, DTE Electric submitted application for the NPDES Amendment to the NRC in accordance with the requirement of section 3.2 of the Fermi 2 Renewed Facility Operating License NPF-43, Appendix B, "Environmental Protection Plan."

NRC-20-0063 Page 2 DTE Electric sent a copy of the NPDES Amendment application to the NRC. In reference 4, the amendment was approved by Michigan's EGLE on September 22, 2020. The amendment will be effective November 1, 2020. All other provisions of the NPDES permit remain the same.

In accordance with the requirement of section 3.2 of the Fermi 2 Renewed Facility Operating License NPF-43, Appendix B, "Environmental Protection Plan," enclosed is a copy of the Fermi 2 NPDES permit number M10037028 Amendment that was approved.

No new commitments are being made in this submittal.

Reduced Monitoring Request National Pollutant Discharge Elimination System (NPDES) Permil/Certificate of Coverage (COC) No. M037028 Designated Name: DECO-Fermi-2 Pit Department of Environment, Great Lakes, and Energy (EGLE), Water Resources Division (WRD) staff have evaluated DECO-Fermi-2 plant reduced monitoring request received on August 20, 2020. Discharge Monitoring Report (DMR) data, file information, and other site-specific information were considered during this review.

Based on this evaluation, the WRD agrees to reduce the monitoring frequencies of the Total Copper and Total Phosphorus in accordance with the following:

  • Total Copper - From monthly to quarterly
  • Total Phosphorus - From monthly to quarterly The new monitoring frequencies are effective as of November 1, 2020. Be advised, however, that this monitoring reduction approval may be revoked or modified at any time upon notification by the Jackson District Supervisor.
