Establishment of Online Reference Portal for Review of Mitigating Strategies Submittal in Response to Order EA-12-049 In Reference 2, the NRC provided guidance for establishing an online reference portal to provide read-only access to materials to support the NRC review of the Fermi 2 overall integrated plan for implementation of the migrating strategies Order EA-12-049.

Reference 2 provided the following conditions, which must be maintained throughout the review period, for the online portal:

e The online reference portal will be password-protected and passwords will be assigned to those directly involved in the review on a need-to-know basis; e The online reference portal will be sufficiently secure to prevent staff from printing, saving, or downloading any documents; and

USNRC NRC-13-0039 Page 2 e Conditions of use of the online reference portal will be displayed on the log-in screen and will require concurrence by each user.

Reference 2 requested that the portal be available for NRC access by July 16, 2013 and be initially populated with references included in Reference 3.

As requested in Reference 2, DTE Electric agrees to the terms and conditions of Reference 2 for the establishment and operation of an online portal. Ms. Jessica Kratchman of the NRC staff has been provided with the information needed to access the portal.
