Enrico Fermi Atomic Power Plant, Unit 1 License Termination Plan, Revision 2 Attached is the copy of the changed pages for Revision 2 to the Enrico Fermi Atomic Power Plant, Unit No. 1 License Termination Plan (LTP). The LTP revision incorporates a correction in the values present in Tables 6-1, 6-2 and 6J-1. Attachments 1, 3 and 4 of this submittal are supporting documents for the new Nb-94 DCGL values. ENG-006 was also revised based on the corrected Nb-94 input values. ENG-002 and ENG-006 revisions are included in the submittal since they supercede the versions submitted in Reference 4, although their changes did not affect the LTP. Table 6-1 did not present all the decay modes
USNRC March 23, 2010 NRC-10-0007 Page 2 for some of the nuclides and therefore has been revised to reflect the decay' modes of several nuclides based on the data found in NUREG/CR-3474. References 6.8.12, 6.8.14 and 6.8.16 in Chapter 6 of the LTP were revised to reflect the current revision of Engineering Documents ENG-002, ENG-004 and ENG-006.
New RESRAD runs were developed to provide the correct values for the DCGLs for Nb-94.
To check that the extent of condition was limited to Nb-94, the other manual DCGL input values were reviewed as well as the output files. The significance of the revised DCGL for Nb-94 is minimal since Nb-94 has not been identified in waste stream analyses during the Fermi 1 decommissioning project. It was included in the suite of radionuclides because it was identified in the theoretical activation analysis for the reactor and internals at a very low percentage (<0.01%).

Accordingly, the recommended limiit to the size of a Class 1 open land survey unit, 2,000 m2 given in Reference'6-2, was established as the upper bound (or base case) for sizes used to develop AFs for the soil DCGLs.
The total doses corresponding to the various areas of the contaminated zone are calculated using the input parameter values listed in Appendix 6M.
Appendix 6N provides the soil AF values by radionuclide and area.
