Pursuant to the reporting requirements of Vogtle Electric Generating Plant (VEGP) Technical Specification 5.6.5 Southern Nuclear Operating Company (SNC) is submitting Revision 0 of the Unit 2 Cycle 14 Core Operating Limits Report (COLR) (Enclosure 1), a supplement to Revision 0 of the Unit 2 Cycle 14 COLR (Enclosure 2), and Revision 1 of the Unit 2 Cycle 14 COLR (Enclosure 3).

Revision 0 of the VEGP Unit 2 Cycle 14 COLR was generated prior to the identification and discharge of a leaker fuel assembly and other fuel assemblies necessary to support the change in core design. The supplement to Revision 0 of the VEGP Unit 2 Cycle 14 COLR was generated for the original core configuration and issued to provide an interim COLR boron concentration requirement supporting Cycle 14 redesign for Modes 6 and 5. The supplement to Revision 0 was superseded when Westinghouse issued Revision 1 of the Unit 2 Cycle 14 COLR on October 10, 2008 to SNC.

CORE OPERATING LIMITS REPORT, VEGP UNIT 2 CYCLE 14 AUGUST 2008 2.0 OPERATING LIMITS The cycle-specific parameter limits for the specifications listed in Section 1.0 are presented in the follow ing subsections. These limits have been developed using NRC-approved methodologies including those specified in Technical Specification 5.6.5.

2.1 SHUTDOWN MARGIN* MODES I and 2 (Technical Requirement 13.1.1) 2.1.1 The SHUTDOWN MARGIN shall be greater than or equal to 1.30 percent Mu'k.

2.2 SHUTDOWN MARGIN - MODES 3.4 and 5 (Specification 3.1.1) 2.2.1 The SHUTDOWN MARGIN shall be greater than or equal to the limits shown in Figures 1 and 2.

2.3 Moderator Temperature Coefficient (Specification 3.1.3) 2.3.1 The Moderator Temperature Coefficient (MTC) limits are:

The BOUARO/HZP-MTC shall be less positive than +0.7 x 10~ Ak/kIoF for power levels up to 70% RTP with a linear ramp to 0 ~oF at 100% RIP.
