On August 12, 2005, pursuant to 10 CFR 50.90, Southern Nuclear Operating Company (SNC), requested an amendment to Facility Operating License Nos. NPF-68 and NPF-81 for Vogtle Electric Generating Plant (VEGP), Unit 1 and 2, respectively. The proposed one-time change would revise Technical Specification (TS) 5.5.9, "Steam Generator (SG)

Tube Surveillance Program," to incorporate changes in the SG inspection scope for VEGP, Unit 2 during Refueling Outage 11 and the subsequent operating cycle.

This letter is to inform the NRC that in addition to the requested amendment, SNC is making the following regulatory commitments:

1. SNC will administratively limit operational primary-to-secondary leakage through any one VEGP SG to less than 150 gpd.
2. SNC will submit a proposed amendment to the VEGP TS to incorporate Technical Specification Task Force Traveler TSTF-449, Revision 4, "Steam Generator Tube Integrity" for VEGP Units 1 and 2 within six months of the date of this letter.
