ITAAC Closure Notification on Completion of ITAAC 2.3.02.08a.iii [Index Number 303]
Ladies and Gentlemen:
In accordance with 10 CFR 52.99(c)(1 ), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant (VEGP)
Unit 4 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item 2.3.02.08a.iii [Index Number 303], for verifying the total Chemical and Volume Control System (CVS) makeup flow to the Reactor Coolant System (RCS) is less than or equal to 175 gallons per minute (gpm). The closure process for this ITAAC is based on the guidance described in NEI 08-01, "Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52", which is endorsed by the NRC in Regulatory Guide 1.215.
This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

Inspections/Tests/ Analyses iii) Testing will be performed to measure the delivery rate from the DWS to the RCS. Both CVS makeup pumps will be operating and the RCS pressure will be below 6 psig.
Acceptance Criteria iii) The total CVS makeup flow to the RCS is less than or equal to 175 gpm.
IT AAC Determination Basis The subject ITAAC verifies that with both Chemical and Volume Control System (CVS) makeup pumps CVS-MP-01A and CVS-MP-01B operating and taking suction from the Demineralized Water Transfer and Storage System (DWS), the total makeup flow to the Reactor Coolant System (RCS) is less than or equal to 175 gallon per minute (gpm) with RCS pressure below 6 pounds per square inch gauge (psig).
Testing was performed by Unit 4 Preoperational Test Procedure 4-CVS-ITPP-501 (Reference 1 ). The test was conducted by aligning DWS to the suction of the CVS makeup pumps, both CVS makeup pumps were started, the CVS makeup Flow Control Valve (FCV) was fully opened, and flow was directed through a cavitating venturi to the RCS. When flow had stabilized, CVS delivery rate and RCS pressure data (taken from installed plant instrumentation) were recorded. Ten readings were taken at approximately ten second intervals, corrected for measurement uncertainty and verified to meet the acceptance criteria.
The Unit 4 CVS makeup pumps produced a maximum flow of 171.2 gpm with a maximum RCS pressure of 6 psig. The Unit 4 preoperational test results were documented in Reference 2 which confirmed the total CVS makeup flow to the RCS was less than or equal to 175 gpm at no greater than 6 psig RCS pressure. These results were documented in SV4-CVS-ITR-800303 (Reference 2) and provide evidence that the IT AAC Acceptance Criteria was met.

IT AAC Finding Review In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company (SNC) performed a review of all findings pertaining to the subject IT AAC and associated corrective actions. This review found there were no relevant ITAAC findings associated with this ITAAC. The ITAAC completion review is documented in the ITAAC Completion Package for ITAAC 2.3.02.08a.iii (Reference 3) and is available for NRC review.
U.S. Nuclear Regulatory Commission ND-22-0779 Enclosure Page 3 of 3 ITAAC Completion Statement Based on the above information, SNC hereby notifies the NRC that ITAAC 2.3.02.08a.iii was performed for VEGP Unit 4 and that the prescribed acceptance criteria were met.
Systems, structures, and components verified as part of this IT AAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
