The U.S. Nuclear Regulatory Commission (NRC or the Commission) has issued the enclosed amendments (listed below) in response to the Constellation Energy Generation, LLC (CEG) application dated August 5, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25218A063):

Amendment No. 244 to Renewed Facility Operating License No. NPF-72 and Amendment No. 244 to Renewed Facility Operating License No. NPF-77 for Braidwood Station, Units 1 and 2, respectively;

2.

Amendment No. 242 to Renewed Facility Operating License No. NPF-37 and Amendment No. 242 to Renewed Facility Operating License No. NPF-66 for Byron Station, Unit Nos. 1 and 2, respectively;

3.

The amendments revise the technical specifications (TSs) for each facility in accordance with Technical Specifications Task Force (TSTF) Traveler TSTF-599, Revision 1, Eliminate Periodic Surveillance Test of Simultaneous Start of Redundant Diesel Generators. Specifically, the proposed change would delete a surveillance requirement (SR) in TS 3.8.1, AC [alternating current] Sources - Operating, to verify that diesel generators achieve a specific frequency and voltage within a specified time period when started simultaneously.

A copy of the NRC staffs Safety Evaluation is also enclosed. The Notice of Issuance will be included in the Commissions monthly Federal Register notice.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.

There is reasonable assurance: (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commissions regulations; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commissions regulations and all applicable requirements have been satisfied.

2.

Accordingly, the renewed license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.C.(2) of Renewed Facility Operating License No. NPF-72 is hereby amended to read as follows:

Maximum Power Level The licensee is authorized to operate the facility at reactor core power levels not in excess of 3645 megawatts thermal (100 percent rated power) in accordance with the conditions specified herein.

c. The above three fuel assemblies shall maintain a minimum edge-to-edge spacing of twelve (12) inches from the shipping container array and approved storage rack locations.

Constellation Energy Generation, LLC, pursuant to the Act and 10 CFR Parts 30 and 70, to possess, but not to separate, such byproduct and special nuclear material as may be produced by operation of the facility, and such Class B and Class C low-level radioactive waste as may be produced by the operation of Limerick Generating Station, Units 1 and 2.

This subsequent renewed license shall be deemed to contain and is subject to the conditions specified in the following Commission regulations in 10 CFR Chapter I: Part 20, Section 30.34 of Part 30, Section 40.41 of Part 40, Section 50.54 of Part 50, and Section 70.32 of Part 70; all applicable provisions of the Act and the rules, regulations, and orders of the Commission now or hereafter in effect; and is subject to the additional conditions specified below:

1.0 PROPOSED CHANGE

S Constellation Energy Generation, LLC (CEG, the licensee) requested changes to the technical specifications (TSs) for Braidwood Station, Units 1 and 2 (Braidwood); Byron Station, Unit Nos. 1 and 2 (Byron); Clinton Power Station, Unit No. 1 (Clinton); Dresden Nuclear Power Station, Units 2 and 3 (Dresden); Lasalle County Station, Units 1 and 2 (Lasalle); Limerick Generating Station, Units 1 and 2 (Limerick); Nine Mile Point Nuclear Station, Unit 2 (NMP-2);

Peach Bottom Atomic Power Station, Units 2 and 3 (Peach Bottom); and Quad Cities Nuclear Power Station, Units 1 and 2 (Quad Cities) (collectively, the CEG facilities), by license amendment request (LAR, application). The proposed changes would revise the TSs for each facility based on Technical Specifications Task Force (TSTF) Traveler TSTF-599, Revision 1, Eliminate Periodic Surveillance Test of Simultaneous Start of Redundant Diesel Generators (TSTF-599) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25093A204), and the associated U.S. Nuclear Regulatory Commission (NRC, the Commission) staff final safety evaluation (SE) of Traveler TSTF-599 (ML25119A288).

Specifically, the proposed change would delete a surveillance requirement (SR) in TS 3.8.1, AC [alternating current] Sources - Operating, to verify that diesel generators (DGs) achieve a specific frequency and voltage within a specified time period when started simultaneously.

1.1

System Description

The Class 1E AC electrical power distribution systems onsite standby power sources provide independence and redundancy to ensure an available source of power to the engineered safety feature (ESF) systems when the offsite or preferred power sources are unavailable. Specifically, the onsite standby power source consists of emergency DGs to power ESF buses. A safety injection (SI) signal or a loss of offsite power (i.e., an ESF bus degraded voltage or undervoltage) signal will automatically start the DGs. If DGs start due to a loss of offsite power signal (independent of or coincident with an SI signal), the DGs will automatically tie to their respective ESF buses. If the DGs receive an SI signal alone, they will start and operate in standby mode (i.e., without tying to the ESF buses.) Following the trip of offsite power, nonpermanent loads are stripped from the ESF buses. When the DGs are tied to the ESF buses, emergency loads are then sequentially connected to their respective ESF buses by the automatic load sequencer. The sequencing logic controls the permissive and starting signals to motor breakers to prevent overloading the DGs by automatic load application.

In the event of a loss of preferred (offsite) power, the ESF electrical loads are automatically connected to the DGs in sufficient time to provide for safe reactor shutdown and to mitigate the consequences of a design basis accident, such as a loss of coolant accident.

1.2 Proposed TS Changes to Adopt TSTF-599 The licensee proposed deleting the SR that requires a simultaneous start of the DGs. For the CEG facilities (except for Limerick and NMP-2), it is found in SR 3.8.1.20 of TS 3.8.1. For NMP-2, the requirement is found in SR 3.8.1.18 of TS 3.8.1. For Limerick, the requirement is found in SR 4.8.1.1.2.f of TS 3/4 8.1, AC Sources - Operating.

In addition to the DG simultaneous start test, TSTF-599 also deletes from Standard TS (STS) any references to SR 3.8.1.20 in located in other TS. Similarly, the licensee proposed the following associated changes:

1.3 Proposed Changes to Technical Specification Bases Consistent with Title 10 of the Code of Federal Regulations (10 CFR) Section 50.36(a)(1), the licensee submitted corresponding changes to the TS Bases, for information only, that provide the reasons for the proposed TSs changes. The regulation at 10 CFR 50.36(a)(1) states that a summary statement of the bases or reasons for such specifications, other than those covering administrative controls, shall also be included in the application, but shall not become part of the TS. The licensee shall make changes to the plant TS Bases in accordance with the TS Bases Control Program, found at TS 5.5.10 for Dresden, NMP-2, Peach Bottom, and Quad Cities,.at TS 5.5.11 for Clinton and LaSalle, at TS 5.5.14 for Braidwood and Byron, and at TS 6.8.4.h for Limerick.

2.0 REGULATORY EVALUATION

2.1 Applicable Regulatory Requirements and Guidance Per 10 CFR 50.90, whenever a holder of a license wishes to amend the license, including technical specifications in the license, an application for amendment must be filed, fully describing the changes desired. Under 10 CFR Part 50.92(a), determinations on whether to grant an applied-for license amendment are to be guided by the considerations that govern the issuance of initial licenses or construction permits to the extent applicable and appropriate. Both the common standards for licenses and construction permits in 10 CFR Part 50.40(a), and those specifically for issuance of operating licenses in 10 CFR Part 50.57(a)(3), provide that there must be reasonable assurance that the activities at issue will not endanger the health and safety of the public.

The regulation in 10 CFR 50.36, Technical specifications, provides the regulatory requirements for the content of the TS. It requires, in part, that a summary statement of the bases for such specifications shall be included by applicants for a license authorizing operation of a production or utilization facility. Specifically, the regulation in 10 CFR 50.36(c)(3),

Surveillance requirements, states that [s]urveillance requirements are requirements related to test, calibration, or inspection to assure that the necessary quality of systems and components is maintained, that facility operation will be within safety limits, and that the limiting conditions for operation will be met.

NUREG-0800, Revision 3, Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants: LWR [light-water reactor] Edition (SRP):

Chapter 16, Section 16.0, Technical Specifications, March 2010 (ML100351425). As described therein, as part of the regulatory standardization effort, the NRC staff has prepared STSs for each of the LWR nuclear designs. Accordingly, the NRC staffs review includes consideration of whether the proposed changes are consistent with the applicable STSs, as modified by NRC-approved travelers. The applicable STSs to the facilities are:

o NRC NUREG-1431, Standard Technical Specifications, Westinghouse Plants, Volume 1, Specifications, and Volume 2, Bases, Revision 5, September 2021 (ML21259A155 and ML21259A159, respectively).

o NRC NUREG-1433, Standard Technical Specifications, General Electric, BWR/4 Plants Volume 1, Specifications, and Volume 2, Bases, Revision 5, September 2021 (ML21272A357 and ML21272A358, respectively).

o NRC NUREG-1434, Standard Technical Specifications, General Electric, BWR/6 Plants Volume 1, Specifications, and Volume 2, Bases, Revision 5, September 2021 (ML21271A582 and ML21271A596, respectively).

3.0 TECHNICAL EVALUATION

3.1 Proposed TS Changes to Adopt TSTF-599 The NRC staff compared the licensees proposed TS changes in section 1.2 of this SE against the changes approved in TSTF-599. The NRC staff finds that the licensees proposed changes to the CEG facilities TSs in section 1.2 of this SE are consistent with those found acceptable in TSTF-599.

In the NRC SE of TSTF-599, the NRC staff considered common cause failure is a very low likelihood event, and therefore concluded that the performance of STS SR 3.8.1.20 does not enhance safety over increased risk of equipment inoperability. Additionally, in recent decades, industry operating experience during loss of offsite power events has demonstrated consistent performance of the DG simultaneous start function. Therefore, as discussed in section 4.0 of the NRC staffs SE of TSTF-599, the NRC staff found proposed deletion of STS SR 3.8.1.20, along with the associated changes to STS TS 3.8.2 were acceptable because the TS would continue to meet 10 CFR 50.36(c)(3) since the remaining STS 3.8.1 DG SRs provide assurance that the necessary quality of systems and components are maintained. For these same reasons, the NRC staff concludes that the corresponding proposed changes to the CEG facilities TS in section 1.2 of this SE continue to meet the requirements of 10 CFR 50.36(c)(3).

3.2 TS Change Consistency The NRC staff reviewed the proposed TS changes for technical clarity and consistency with the existing requirements for customary terminology and formatting. The NRC staff finds that the proposed changes are consistent with chapter 16.0 of the SRP and are therefore acceptable.

4.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) there is reasonable assurance that such activities will be conducted in compliance with the Commissions regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.

1.0 INTRODUCTION

Constellation Energy Generation, LLC (CEG, the licensee) requested changes to the technical specifications (TSs) for Braidwood Station, Units 1 and 2 (Braidwood); Byron Station, Units 1 and 2 (Byron); Clinton Power Station, Unit 1 (Clinton); Dresden Nuclear Power Station, Units 2 and 3 (Dresden); Lasalle County Station, Units 1 and 2 (Lasalle); Limerick Generating Station, Units 1 and 2 (Limerick); Nine Mile Point Nuclear Station, Unit 2 (NMP-2); Peach Bottom Atomic Power Station, Units 2 and 3 (Peach Bottom); and Quad Cities Nuclear Power Station, Units 1 and 2 (Quad Cities) (collectively, the CEG facilities), by license amendment request (LAR, application). The proposed changes would revise the TSs for each facility based on Technical Specifications Task Force (TSTF) Traveler TSTF-599, Revision 1, Eliminate Periodic Surveillance Test of Simultaneous Start of Redundant Diesel Generators (TSTF-599)

(Agencywide Documents Access and Management System (ADAMS) Accession No. ML25093A204), and the associated U.S. Nuclear Regulatory Commission (NRC, the Commission) staff final safety evaluation (SE) of Traveler TSTF-599 (ML25119A288).

2.0 STATE CONSULTATION

In accordance with the Commissions regulations, the Illinois and New York State officials, and Commonwealth of Pennsylvania officials were notified of the proposed issuance of the amendments on November 25, 2025. The relevant officials had no comments.

3.0 ENVIRONMENTAL CONSIDERATION

The amendment changes a requirement with respect to installation or use of a facility component located within the restricted area as defined in Title 10 of the Code of Federal Regulations (10 CFR), part 20. The NRC staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that the amendment involves no significant hazards consideration, which was published in the Federal Register on September 2, 2025 (90 FR 42453), and there has been no public comment on such finding. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9) and 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.
