By letter dated June 16, 2023 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML23167C168), Mitsubishi Electric Corporation (MELCO) requested review of the revised Safety System Digital Platform - MELTAC - Topical Report (TR) for the U.S.Nuclear Regulatory Commission (NRC) staffs review and approval.

By email dated July 2, 2025, the NRC staff issued its draft safety evaluation (SE) (ML25139A553 and ML25139A555).

MELCO provided comments on the draft SE and nonproprietary copies of the comments have been placed in the NRC Public Document Room and are available in ADAMS at Accession No.ML25349A173.

The NRC staff has found the TR acceptable for referencing in licensing applications for nuclear power plants to the extent specified and under the limitations delineated in the TR and in the enclosed SE. The final SE defines the basis for our acceptance of the TR. A copy of the final SE, which contains proprietary information, was provided to you via the NRC external sharing folder.

Our acceptance applies only to material provided in the subject TR. We do not intend to repeat our review of the accepted material described in the TR. When the TR appears as a reference in license applications, our review will ensure that the material presented applies to the specific plant involved. License amendment requests that deviate from this TR will be subject to a plant specific review in accordance with applicable review standards.

In accordance with the guidance provided on the NRC website, we request that MELCO publish accepted versions of the proprietary and nonproprietary TR by March 27. The accepted versions shall incorporate this email and the enclosed SE after the title page. Also, the accepted version must contain historical review information, including NRC requests for additional information (RAI) and your responses after the title page. The accepted version shall include an -A (designating accepted) following the TR identification symbol.
