THE U.S. NUCLEAR REGULATORY COMMISSION STAFFS REVISED SCHEDULE FOR THE REVIEW OF MITSUBISHI ELECTRICAL CORPORATIONS TOPICAL REPORT, JEXU-1041-1008, REVISION 3, SAFETY SYSTEM DIGITAL PLATFORM - MELTAC (EPID L-2023-TOP-0036)

By letters dated March 15, April 25, May 16, and August 23, 2024 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML24075A314, Accession No. ML24117A209, Accession No. ML24137A151, and Accession No. ML24236A706, respectively), Mitsubishi Electrical Corporation (MELCO) submitted supplemental information to Topical Report (TR) JEXU-1041-1008, Revision 3, Safety System Digital Platform - MELTAC, for U.S. Nuclear Regulatory Commission (NRC) staffs review. The NRC staff had agreed to consider the supplement information as part of the ongoing review of JEXU-1041-1008, Revision 3, in discussions with MELCO representatives.

The NRC staff has found that the supplemental information is sufficient to begin its detailed technical safety review of the new information in combination with the initial June 16, 2023, JEXU-1041-1008, Revision 3, submittal (ADAMS Package Accession No. ML23167C167).

Below are discussions and the NRC staffs rationale for planned schedule revisions and level of effort increases to accommodate review of the supplemental information and the overall TR.

Based on the information provided in your submittal, the NRC staff plans to review the responses to the Requests for Additional Information (RAIs) by December 20, 2024, issue the draft safety evaluation (SE) by June 13, 2025, and final SE by September 12, 2025, as annotated in the enclosed schedule. The draft SE completion date assumes 60 days for RAI responses, but will be adjusted, if necessary, to accommodate any delays in the responses. The enclosed schedule provides dates for the initial planned, actual, and revised milestones for the overall review.

Additionally, the NRC staff estimates that it will require an increase of approximately 250 hours0.00289 days <br />0.0694 hours <br />4.133598e-4 weeks <br />9.5125e-5 months <br /> to the current 880 hours0.0102 days <br />0.244 hours <br />0.00146 weeks <br />3.3484e-4 months <br /> that was planned for the initial August 16, 2023, submittal, for a total of 1130 hours0.0131 days <br />0.314 hours <br />0.00187 weeks <br />4.29965e-4 months <br /> to complete the safety review. The Advisory Committee on Reactor Safeguards (ACRS) does not plan to review this TR, and as such, no subcommittee nor full committee meetings are expected to be scheduled.

Section 170.21 of Title 10 of the Code of Federal Regulations requires that TRs are subject to fees based on the full cost of the review. You did not request a fee waiver; therefore, NRC staff-hours will be billed accordingly.
