By letter dated November 26, 2024 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML24331A085), Framatome Inc. (Framatome) submitted Topical Report (TR) ANP-10358P, Revision 0, Increased Burnup for PWRs
[Pressurized Water Reactors], for U.S. Nuclear Regulatory Commission (NRC) review and approval. On June 17, 2025 (ADAMS Accession No. ML25157A112), the NRC staff conducted a virtual audit of TR ANP-10358P, Revision 0, to discuss the requests for additional information (RAIs) dated April 29, 2025 (ADAMS Package Accession No. ML25120A115). At the conclusion of the audit, the NRC staff and Framatome representatives discussed the overall review of the TR and date for the submittal of the RAI responses. The results of the audit provided additional information to support the NRC staffs review and development of the safety evaluation.

Enclosure REGULATORY AUDIT REPORT FOR FRAMATOME, INC.
TOPICAL REPORT ANP-10358P, REVISION 0, INCREASED BURNUP FOR PWRS PROJECT NO. 728 (EPID: 2024-TOP-0033)
1.0 BACKGROUND
By application dated November 26, 2024 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML24331A085), Framatome Inc. (Framatome),
submitted Topical Report (TR) ANP-10358P, Revision 0, Increased Burnup for PWRs
[Pressurized Water Reactors], for U.S. Nuclear Regulatory Commission (NRC) review and approval. The NRC staff conducted the June 17, 2025, virtual audit (ADAMS Accession No. ML25157A112) to facilitate the TR review through the discussion of the draft requests for additional information (RAIs) responses. The NRC staff conducted an initial audit on March 25-27, 2025 (ADAMS Package Accession No. ML25071A001) and issued RAIs on April 29, 2025 (ADAMS Package Accession No. ML25120A115).
2.0 REGULATORY AUDIT OBJECTIVES The audit objectives were accomplished through discussions with Framatomes technical experts. The NRC and Framatome audit participants are provided below.

In accordance with SRP Section 4.3, the objectives of the nuclear designs safety review is to provide reasonable assurance that: (1) acceptable fuel designs limits are not exceeded, (2) limiting power distributions are not exceeded, and (3) analytical methods should be representative of the state of the art, and the experiments used to validate the analytical methods should be adequate representations of fuel designs in the reactor and encompass a sufficient range of variables and operating conditions.
4.0 DISCUSSION The audit focused on discussion of the NRC staffs RAIs, technical questions, and Framatomes draft responses. Framatome plans to finalize its RAI responses and submit to the NRC for review by the end of June 2025.
5.0 CONCLUSION
The audit accomplished the objectives listed in Section 2.0 by allowing direct interaction with Framatomes technical experts. The NRC staff participants were able to obtain clarification on the RAI responses and ask questions. This audit supports the TR review and development of the NRC staffs safety evaluation. No regulatory decisions were made at the audit.
