DRAFT SAFETY EVALUATION FOR FRAMATOME TOPICAL REPORT ANP-10358P, REVISION 0, INCREASED BURNUP FOR PRESSURIZED WATER REACTORS (EPID L-2024-TOP-0033)

Dear Ms. Elliott:

By letter dated November 26, 2024, and supplemented by letter dated June 20, 2025 (Agencywide Documents Access and Management System (ADAMS) Package Accession Nos. ML24331A085 and ML25171A043), respectively, Framatome Inc. (Framatome) submitted Topical Report (TR) ANP-10358P, Revision 0, Increased Burnup for PWRs [Pressurized Water Reactors], for U.S. Nuclear Regulatory Commission (NRC) staff review and Approval. The NRC staffs review and approval as described in the safety evaluation (SE) applies to Framatome advanced codes and methods used to perform neutronics analyses, thermal hydraulic analyses, non-loss-of-coolant accident (LOCA) analyses, small break and large break LOCA analyses, and thermal-mechanical fuel evaluations for PWR fuel with burnup above 62 Gigawatt days per metric ton.

A copy of the proprietary draft SE (ML25318A127) has been placed in the NRC SharePoint External Sharing (SPxS) folder. Jerald Holm, Framatome, has been given access to the folder.

The draft SE is provided for a proprietary information review. If Framatome provides comments on other areas, the NRC staff will exercise its discretion on whether to address those comments.
