OF JANUARY 29, 2025, CLOSED MEETING BETWEEN FRAMATOME INC. AND THE U.S. NUCLEAR REGULATORY COMMISSION FOR TOPICAL REPORT ANP-10358P, REVISION 0, INCREASED BURNUP FOR PRESSURIZED WATER REACTORS (EPID L-2024-TOP-0033)
On January 29, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed meeting with representatives from Framatome Inc. (Framatome). There were in-person attendees at NRC headquarters office in Rockville, Maryland and others joined online via Microsoft Teams. There were also in-person and online representatives from Dominion Energy, Constellation Nuclear, and Duke Energy. The purpose of this meeting was for Framatome representatives to hold post submittal discussions on Topical Report (TR), ANP-10358, Revision 0, Increased Burnup for Pressurized Water Reactors [PWRs], with the NRC staff.
ANP-10358, Revision 0, was submitted for NRC staff review on November 26, 2024 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML24331A085). The meeting was noticed on January 15, 2025, and is available in ADAMS at Accession No. ML25015A148.
In its November 26, 2024 submittal, Framatome requested that the NRC staff completed their review and approval of the TR by March 2026 to support a customer who is planning to use the approved TR for a license amendment request. During the meeting, the NRC staff and Framatome representatives discussed the TR review schedule. The NRC staff later issued their acceptance of the TR on January 29, 2025 (ADAMS Accession No. ML25023A196) and indicated that the plan is to issue the draft and final safety evaluations by April 2026 and August 2026, respectively. In their acceptance letter, the NRC staff identified the treatment of fuel fragmentation relocation and dispersal (FFRD) as a potential technical challenge area.

The FFRD topic represents a major section of the TR, therefore during the discussions, Framatome representatives addressed several NRC staff questions related to a number of topic areas including the treatment of FFRD. Framatome provided an introduction of the TR and other major topics including the fuel design, mechanical properties, nuclear design, thermal-hydraulics, and accident analyses related to non-loss-of-coolant accident (LOCA), LOCA, and fuel dispersal. In their presentation, Framatome representatives explained that increased enrichment and burnup fuels provides an economic benefit to the nuclear industry and supports 24-month fuel cycles. Framatome representatives further explained that 24-month fuel cycle is one of the goals of their Advanced Fuel Management (AFM) program and the approach uses fuel components that have robust performance and advanced nuclear codes and methods to analyze and validate fuel performance goals.
In closing, there were discussions on the next steps and review schedule. The NRC staff plans to conduct an in-person audit of this TR by the end of March 2025. This summary and the presentation can be found in ADAMS at Accession No. ML25027A042.
