By application dated November 26, 2024 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML24331A085), Framatome Inc. (Framatome) submitted Topical Report (TR) ANP-10358P, Revision 0, Increased Burnup for PWRs
[Pressurized Water Reactors], for U.S. Nuclear Regulatory Commission (NRC) review and approval.
The NRC staff has performed an initial review of the submitted TR and performed a regulatory audit on March 25-27, 2025 (ADAMS Package Accession No. ML25106A159), at Framatomes Headquarters located in Lynchburg Virginia. The initial audit focused on information contained in the submitted TR and relevant supporting documentation (e.g., methodology, process information, calculations). On April 29, 2025, the NRC staff issued requests for additional information (RAIs) (ADAMS Package Accession No. ML25120A115), regarding information needed to support the TR review and completion of the safety evaluation. This second audit is planned to discuss RAIs and will be performed consistent with NRC Office of Nuclear Reactor Regulation Office Instruction LIC-111, Revision 1, Regulatory Audits, dated October 31, 2019 (ADAMS Accession No. ML19226A274).
Enclosed for your information is the audit plan that the NRC staff will follow. Additionally, the NRC staff plans to issue a report within 90 days after completion of the audit.

1.0 BACKGROUND
By application dated November 26, 2024 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML24331A085), Framatome Inc. (Framatome),
submitted Topical Report (TR) ANP-10358P, Revision 0, Increased Burnup for PWRs
[Pressurized Water Reactors], for U.S. Nuclear Regulatory Commission (NRC) review and approval. This audit is planned to discuss requests for additional information (RAIs) and to facilitate the TR review. The NRC staff will conduct a regulatory audit in accordance with Office of Nuclear Reactor Regulation Office Instructions LIC-111, Regulatory Audits, and LIC-500, Topical Report Review Process.
2.0 REGULATORY AUDIT BASES Regulatory guidance for the review of fuel system materials and designs and adherence to Title 10 of the Code of Federal Regulations, Appendix A to Part 50, General Design Criteria (GDC)-10, Reactor Design, GDC-11, Reactor Inherent Protection, and GDC-13, Instrumentation and Control, is provided in NUREG-0800, Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants (SRP), Section 4.3, Nuclear Design. In accordance with SRP Section 4.3, the objectives of the nuclear designs safety review is to provide reasonable assurance that: (1) acceptable fuel designs limits are not exceeded, (2) limiting power distributions are not exceeded, and (3) analytical methods should be representative of the state of the art, and the experiments used to validate the analytical methods should be adequate representations of fuel designs in the reactor and encompass a sufficient range of variables and operating conditions.
3.0 REGULATORY AUDIT SCOPE The NRC staff will conduct a virtual audit on Tuesday June 17, 2025, from 8 a.m. to 12 p.m.
This audit will be a focused discussion on the NRC staffs RAIs (ADAMS Package Accession No. ML25120A115), technical questions, and Framatomes preliminary responses.
4.0 INFORMATION NEEDS Framatome is requested to have staff members available for audit discussions as needed.
Framatome is requested to make all information pertaining to the audit available via an on-line system at least 1-week prior to the audit date to facilitate the NRC staffs preparation.
Documents referenced in the TR should also be made available.
5.0 TEAM ASSIGNMENTS Key Framatome personnel involved in the development of the TR should be made available for interactions on a mutually agreeable schedule to respond to any questions from the NRC staff.
