Dear Chris Backus:
By letter dated August 26, 2024 (Agencywide Documents Access and Management System
[ADAMS] Accession No. ML24239A865), as supplemented by letter dated February 13, 2025 (ML25044A485), Orano Federal Services LLC (Orano FS) requested the U.S. Nuclear Regulatory Commission (NRC) to renew and amend Certificate of Compliance (CoC) No. 9341 for the Model No. Battelle Energy Alliance (BEA) Research Reactor (BRR) package. Enclosure 1 is NRC staffs safety evaluation report. Enclosed 2 is CoC No. 9341, Revision No. 11, for the Model No. BRR package. Changes made to the enclosed certificate are indicated by vertical lines in the margin.
Orano FS has been registered as a user of the package under the provisions of Title 49 of the Code of Federal Regulations (49 CFR) Section 173.471. The approval constitutes authority to use the package for shipment of radioactive material and for the package to be shipped in accordance with the provisions of 49 CFR 173.471.
In accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of the NRCs ADAMS. ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The PDR is open by appointment.
