CALVERT CLIFFS NUCLEAR POWER PLANT, UNITS 1 AND 2 - CORRECTION OF LICENSE AMENDMENT NOS. 345 AND 323 & 334 AND 312 TO DOSE EQUIVALENT I-131 DEFINITION AND DECOMMISSIONING TRUST FUND PROVISIONS (EPIDS L-2019-LLA-0131 AND L-2022-LLA-0198)

Dear Mr. Rhoades:

By letter dated March 12, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20034G546), the U.S. Nuclear Regulatory Commission issued Amendment No. 334 to Renewed Facility Operating License No. DPR-53 for Calvert Cliffs Nuclear Power Plant (Calvert Cliffs), Unit 1, and Amendment No. 312 to Renewed Facility Operating License No. DPR-69 for Calvert Cliffs Nuclear Power Plant, Unit 2. Additionally, by letter dated April 24, 2023 (ADAMS Accession No. ML23086C067), the U.S. Nuclear Regulatory Commission issued Amendment 345 to Renewed Facility Operating License No. DPR-53 for Calvert Cliffs Unit 1 and Amendment 323 to Renewed Facility Operating License No. DPR-69 for Calvert Cliffs Unit 2. The amendments were in response to the license amendment request by Exelon Generation Company, LLC1 (the licensee) dated May 6, 2019 (ML19127A076) and April 20, 2022 (ML22110A155). The amendments revised the technical specifications (TS) to revise instrument testing and calibration definitions and delete facility operating license conditions related to decommissioning trust fund provisions.

When Amendment Nos. 334 and 312 were issued, the revised TS page 1.1-2 mistakenly did not include changes made by Amendment Nos. 333 and 311 for Calvert Cliffs, Units 1 and 2.

Specifically, the definition for DOSE EQUIVALENT I-131 had been changed in Amendment Nos. 333 and 311 and reverted to the previous definition on implementation of Amendment Nos. 334 and 312. Amendments 333 and 311 were issued by letter dated February 28, 2020, in response to the license amendment request by the licensee dated May 6, 2019 (ML19127A076). The amendments revised TS limits on reactor coolant system gross specific activity to be based on a new dose equivalent Xenon-133 definition that replaced the current E-Bar definition and revised the dose equivalent Iodine-131 definition to allow use of committed effective dose equivalent dose conversion factors.

When Amendment Nos. 345 and 323 were issued, the implementation instructions for the associated TS page changes were unclear. Specifically, this license amendment instructed the licensee to remove the following pages of Appendix C to Renewed Facility Operating License DPR-53 and Appendix C to Renewed Facility Operating License DPR-69: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, and 11; and replace them with new pages 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, and 11. These amendments deleted license conditions related to decommissioning trust that were contained on the original Appendix C pages 2 and 3. The new Appendix C pages 10 and 11 contained identical information to that found on the previous Appendix C pages 12 and 13. Explicit following of the implementation instructions for Amendment Nos. 345 and 323 would result in Appendix C containing duplicates of Appendix C pages 10 and 11, labelled pages 12 and 13.

The Corrected Calvert Cliffs TS Page 1.1-2 is enclosed. Please remove the current page 1.1-2 and insert the corrected page 1.1-2, which is applicable to both Calvert Cliffs, Units 1 and 2. The other pages issued as part of Amendment Nos. 334 and 312 were not affected by this error.

Additionally, please remove Appendix C, pages 12 and 13, which are applicable to both Calvert Cliffs, Units 1 and 2. The other pages issued as part of Amendment Nos. 345 and 323 were not affected by this error.

1.1 Definitions CHANNEL FUNCTIONAL TEST CORE OPERATING LIMITS REPORT (COLR)

DOSE EQUIVALENT I-131 CALVERT CLIFFS - UNIT 1 CALVERT CLIFFS - UNIT 2 Definitions 1.1 indication and status to other indications or status derived from independent instrument channels measuring the same parameter.

A CHANNEL FUNCTIONAL TEST shall be:

Analog Channels - the injection of a simulated signal into the channel as close to the primary sensor as practicable to verify OPERABILITY of all devices in the channel required for channel OPERABILITY.

Bistable Channels - the injection of a simulated signal into the channel sensor to verify OPERABILITY of all devices in.the channel required for channel OPERABILITY.

The CHANNEL FUNCTIONAL TEST may be performed by means of any series of sequential, overlapping or total channel steps, and each step must be performed within the Frequency in the Surveillance Frequency Control Program for the devices included in the step.

The COLR is the unit specific document that provides cycle specific parameter limits for the current reload cycle. These cycle specific parameter limits shall be determined for each reload cycle in accordance with Specification 5.6.5. Plant operation within these limits is addressed in individual Specifications.

DOSE EQUIVALENT I-131 shall be that concentration of I-131 (microcuries per gram) that alone would produce the same dose when inhaled as the combined activities of iodine isotopes of I-131, I-132, I-133, I-134, and I-135 actually present.

The determination DOSE EQUIVALENT I-131 shall be performed using Committed Effective Dose Equivalent (CEDE) dose conversion factors from Table 2.1 of EPA Federal Guidance Report No. 11.
