OMAHA PUBLIC POWER DISTRICT - REGULATORY AUDIT RE: REQUEST FOR LICENSE AMENDMENT TO REVISE LICENSE TERMINATION PLAN LICENSE NO. DPR-40 (L-2024-LLA-0095)

Dear Benjamin Pearson:

By letter dated June 18, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24177A132), and as supplemented by letter dated October 2, 2024 (ML24276A217). Omaha Public Power District (OPPD or the licensee) requested the U.S. Nuclear Regulatory Commission (NRC) to approve a request to amend the license for Fort Calhoun Station, Unit No. 1 (FCS). The amendment would approve Revision 2 of the FCS License Termination Plan (LTP) which was originally approved by license amendment dated January 31, 2024 (ML24019A145).

The U.S. Nuclear Regulatory Commission (NRC) staff will conduct a regulatory audit beginning January 16, 2025, and continuing as necessary. The audit will be conducted virtually to gain a better understanding of the FCS LTP amendment request. During the audit, NRC staff will have read-only access to the information provided via an online portal established and maintained by OPPD staff. The regulatory audit will identify information that will support the basis of the licensing decision and will allow the NRC staff to more efficiently gain insights necessary to complete its review of the OPPD LTP license amendment request. The NRC staffs audit plan is provided as an attachment to this email.

At the completion of the regulatory audit, a regulatory audit summary will be prepared and provided to you. NRC staff may request that information needed to complete its review of the OPPD LTP license amendment request be provided by supplements. If so, the NRC staff will provide a list of the necessary documents, and you will have the opportunity to supplement the application to provide additional information.
